The ability of regional technological innovation plays an important role in improving the level of economic development and changing the concept of development in the region.China is the fastest growing country in the economy,but the economic gap between China's regions is also large.Therefore,we analyze the factors that influence the regional technological innovation capability and explore the mechanism of regional innovation development,so as to provide a theoretical basis for narrowing the gap between regional developments and promoting the development of regional economic integration.Regional innovation is an ancient but classic topic.Based on literature review and related theories,this paper systematically summarizes the regional technological innovation capability.First,the present situation of regional technological innovation ability in China is analyzed from the inter provincial and three major regions(Eastern,central and Western),and the Gini coefficient is used.The three measurement methods of Theil index and logarithmic dispersion mean are used to measure the difference of regional technological innovation capability.Secondly,31 factors that influence regional technological innovation ability are selected from three aspects: technological innovation potential,technological innovation input and technological innovation environment.At the same time,in the analysis of the current situation of research on regional technology innovation ability of China's provinces and three regions on the basis of the technology innovation ability of China's regional differences,and according to the existing research findings,resulted in a linear relationship is not absolute differences of regional technological innovation ability,there may be a non-linear relationship,in order to verify the effective the conclusion of empirical analysis by use of the threshold model.In the empirical test,in order to avoid the multiple collinearity when the threshold is estimated.The use of random forests,support vector regression and neural network for nonlinear area technological innovation ability of factors influencing the regression variable selection,and the results were predicted by prediction error of the three models,in order to improve the representative variable selection;based on variable selection,according to the difference of regional technological innovation capacity input-output relationship selection,construction of the Cobb Douglas production function on the regional technological innovation ability of the theoretical model.In the empirical aspect,we divide the regional technological innovation ability in China's eastern,middle and western regions into groups,and take the resource endowment coefficient as the threshold variable,the technology financial development index as the main explanatory variable to carry out the threshold variable regression,and analyze the results.Finally,the following conclusions are drawn:(1)the regional technological innovation capability of our country has inter provincial gap and regional disparity,and there is a nonlinear relationship between China's regional technological innovation capability and its influencing factors.(2)By using nonlinear variable screening and error comparison analysis,it is concluded that whether the training set or test set is used,the error rate of neural network regression model is the smallest for screening the influencing factors of regional technological innovation capability.Therefore,the final estimates using neural network regression selected variables are nonlinear,the selected variables were: technology innovation potential is above,the proportion of local fiscal expenditure on education,trade openness,industrial agglomeration level,the degree of marketization,the protection of intellectual property rights;technological innovation investment expenditure and research the development of test personnel,R&D and GDP,the proportion of funding for research and development funds;a number of health personnel,technology and financial development index,fixed telephone subscribers,telecommunications service and mobile phone users at the end of the state of technological innovation environment;(3)using the selected variables of threshold regression results show that there is a double threshold effect on regional technological innovation ability of science and technology financial development index,the threshold value is respectively 2846.262 and 6699.283,in the first threshold and the second threshold range,technology finance negatively inhibition to regional technological innovation capability,in third the threshold interval,technology and finance has a positive role in promoting the regional technological innovation ability.Influence factors of the research work in this paper from the theoretical and empirical aspects of regional innovation capacity differences were studied in order to improve the regional technological innovation ability,promote the common development of regional economy,and provide empirical support and data support for reducing regional economic disparities.
