Changes in market demand lead to the life cycle of modern product development getting shorter and shorter,the technical structure becoming more and more complex and consumer demand highlighting the characteristic of individualized and customized.To survive,enterprises must adapt to this change,and military electronic products enterprises are no exception.Combined with the characteristics of international wars in recent years,military electronics products will play a more important role in wars.In accordance with the planning of national defense equipment construction in our country,the transformation of Chinese Navy,Army and China Air Force has brought huge demands for military electronic weapon equipments,and it requires them to meet the operational needs of being “networked,integrated,intelligent,miniaturized,diversified,and customized” at the same time.Advancement,safety and reliability are the main considerations of the military,but it is particularly concerned about the timely delivery of weapons and equipment.This paper is based on the background above,in order to respond quickly to the market and shorten the product development cycle,adopting the method of causality analysis and process analysis,focusing on the " Sichuan Jiuzhou Electric Group Co.,Ltd(Mianyang headquarters Group)(hereinafter referred to as" Jiuzhou ")" in carding and analyzing the general assembly and total adjustment process of military electric products,studying the bottleneck problems in general assembly caused by production planning,completeness of materials and production management,and comes up with optimization and improvement measures,looking forward to partly achieving the goal of shortening the development cycle,improving the personnel efficiency and reducing the cost of products.Jiuzhou is a reservation for the core scientific research capacity of a system of national weaponry and equipment.During “The 13 th Five-year ”,Jiuzhou has undertaken six major types of engineering tasks,according to the already clear outline of the production task of the National Defense Department.However,facing requirements of function integration,structure co curing,size miniaturization,device microelement,arraying installation,it is faced up with a series of problems of high difficulty in production,short cycle is delivery,always assembly short of materials,emergency plugged interference and production plans hardly guiding actual excecution.The traditional production management based on the combination of pre-production and order-production which exsists currently depends too much on managing experience no longer meets the needs of the development and construction of military electronic weapons and equipment in the new period.This paper is the research and summary of the revolution in the model of production management organization during 2016 and 2017 of JiuZhou.This paper makes a brief introduction to Jiuzhou and explains the importance of production planning and scheduling in the performance of production and delivery by counting the completeness of material purchasing,the finish of marketing plan,the rework of products and the finish of producting plan.And then it finds out the bottleneck problems existing in each link of product assembly business and optimizes these processes.Finally,the optimization measures are predicted and analyzed.These optimization and improvement schemes can play an important role in the continuous improvement of product assembly of Jiuzhou.At the same time,this paper not only fits the developing requirements inside of enterprises,it also helps forming demonstration pilot and promoting formulating standards to provide reference to other similar enterprises in production through the application of promoting improvements in general assembly of military electric products in manufacturing.
