Study On The Characteristic Manifestation And Political Suggestion Of Development And Protection Of The Reserve Resources Of Cultivated Land In Jiangsu Province

As one of the most important way to complement the farmland,the exploitation and utilization of reserve resources of cultivated land is playing an important role both in maintaining our country's balance system of cultivated land,and in keeping the arable land minimum.However,our reserve resources of cultivated land are facing the ongoing deterioration quantitatively and qualitatively.Meanwhile,to meet the requirements of the food security and the construction of ecology civilization,it is necessary to make clear the exact value of the reserve resources of cultivated land,reveal its geographical features,and make feasible policies of the exploitation and protection of reserve resources of cultivated land.Moreover,there are a lot of differences between different regions and districts,mainly in the quantities,patterns and so on.Thus,revealing the regularity via the in-depth analysis can provide differentiation farmland protection policy designing with the theory base.In order to provide scientific bases for the "double maintaining" and "beautiful and rich" policy,as well as the theoretical basis for the policy setting of other regions in our country,based on these background,the paper used the second farmland reserve resource survey data of the economical developed areas in Jiangsu Province,deeply analyzed its structure and ecological characteristics and built relevant development and protection partitions.Taking the reserve resources of cultivated land in Jiangsu Province as the research object,the paper used spatial Gini Coefficient,centralization index and combination coefficients to analyze the spatial distribution characteristic of the reserve resources of cultivated land type on a scale of county.The paper also constructed a natural quality evaluation system of the reserve resources of cultivated land to calculate the potential natural quality by entropy weight assignment.By measuring the ecological service value of the reserve resources of cultivated land before and after reclamation,the sub-area characteristics of ecological sensitivity in county were obtained.The development and protection partition of farmland reserve resources was delimited on the above basis and some differentiated policy recommendations were proposed.The results showed that:(1)There were significant regional differences in the spatial distribution of reserve resources of cultivated land amount in Jiangsu Province;the total amount distributed along sea and lake area and the distribution of cultivated land reserve resources were relatively abundant in the water-surrounding area.There were huge differences in spatial agglomeration degree and that of the sand was very high.The sand area only distributed along the Yangtze River and the counties on both sides of the Canal.Meanwhile,inland beaches were evenly distributed in all counties.(2)The degrees of centralization of farmland reserve resource types in most counties of Jiangsu Province were high and the collection types of that were relatively homogeneous.Many counties were extreme centralization types.Although untouched arable land resources in Jiangsu Province mainly consisted of other grassland,coastal beach,inland beach and alkaline land,the proportion of the counties mainly with inland beach was 60%.(3)The ecological sensitivity of reserve resources of cultivated land in Jiangsu was high and the sensitivity coefficient of over 48.31%of counties was reach 0.8.And this was directly related to the wide distribution of inland beach in these areas.(4)This paper categorized the reserve resources of cultivated land in Jiangsu into Priority Development Zone,Conditional Development Zone,Deferred Development Zone and Prohibition Development Zone and raised differential political suggestions of development and protection of these zones.
