In the field of global environmental governance,sovereign states and non-governmental organizations are two important participants.However,their core interests differ,conflict will inevitably occur in the process of governance.In this paper,the author takes the game between Russia and Greenpeace in the Arctic region as an example,and analyzes the strategies adopted by Russia in the process of the game with greenpeace.The Russian government makes decisions based on domestic and international double factors,its main task is to find the balance between the two levels of the game,that is,the win-set.This requires that the Russian government must take into account the two levels of factors and strictly distinguish the core interests from others,because different interests call for corresponding measures.Among them,the smaller winning set is beneficial to the maintenance of core interests,while the larger winning set is beneficial to the flexible response to the non core interests.This paper argues,a sovereign state should develop national strategy and series of law to defend its core interests,and establish an inter-agency sect to improve response efficiency.A sovereign state can also link the interests of the people with their core interests.By using the above methods,it can enhance its ability to maintain core interests in the process of playing with NGOs.As for non core interests,this paper suggests a moderate solution of negotiation.
