| After thirty years of reform and opening,China has realized the rapid development of economy and raised the people’s living standards.But in the meantime,it also brings a lot of waste of resources and ecological environment pollution.At the beginning of the 21th century,the Chinese government put forward the "sustainable development" as the nation’s basic strategy,to ensure that the whole society system of nature,economy and environment can be developed in a healthy way.Since then,municipal government institutions gradually focus on how to carry out environmental innovation and green innovation instead of promoting economic growth at all cost previously so that making the economic,resources,environment more sustainable.Thus,how to make an objective,fair and comprehensive evaluation of regions or cities’ green innovation ability becomes a hot spot in recent years.This dissertation uses the dynamic comprehensive evaluation theory and method to evaluate and compare various regions and cities green innovation ability.The main work and innovation points are as follows:(1)Based on the existing articles,Evaluation index of green innovation ability is sorted out and the collected data are filtered from two aspects:Index differentiation and index correlation.According to that the evaluation index system of green innovation capability is constructed.(2)To reflect the differentiation degree of index data,not only the vertical degree of differentiation is considered,join the proportion of the overall data variance for each year,the horizontal degree of differentiation should also be taken into account.Meantime,when analyzing the correlation degree between the indexes,the variance of the correlation coefficient of each index is added to make sure the stability of the correlation degree between the indexes.(3)In the area of whole green innovation ability evaluation,the importance of different time sequence is needed.Thus time weights method of basing on scatter degree is proposed.Specifically,when the time is weighted,considering "time degree" to reflect the decision makers’ preference of different sequence of time,and comparing this method and other common methods.(4)When making index and time empowerment,empowerment in a different order will lead to a different result.Combined with the objective weighting method that characterized by the time series,based on the commonly used "vertical and horizontal" scatter degree method,three dynamic comprehensive evaluation methods which can present characteristics of weight objectively are proposed.And carry on a comparison to these methods.(5)According to the calculation results,the overall level of green innovation ability of the 31 provinces of China from 2008 to 2013 is evaluated and analyzed,the overall situation of four economic belts in the East,Central,West and Northeast of China and the change of the green innovation ability of 31 provinces in different time points also be analyzed.(6)Finally,this paper summarized the findings and proposed the problems which require further study. |
