Non-cooperative game is an important building block in game theory, which are divided into cooperative game and non-cooperative game. Many people do research on projects by using the tools of game theory now.One of the most familiar problems is coalition in cooperative game and such as pure-strategy Nash equilibrium,mixed-strategy Nash equilibrium, bayesian equilibrium in non-cooperative game. However,we can not bring the details of our economic conditions up to scratch and compliant models, apart from standard models. We will have been flexibly used our cooperative and non-cooperative strategies against actual economic conditions in practice. This paper presents the application of actual economic conditions through the analysis of provision of public infrastructure. In this paper,we will study provision of public infrastructure based on Palfrey and Rosenthal model,by using game tools, and analysis the model on given parameters.By using the tools of game theory,we will analyze players' decision under the condi-tion of complete information and incomplete information and calculate and compare personal expected payoff about priori probability under different bayesian strategies. Moreover,we will discuss the equilibrium results about cooperative game and non-cooperative game.In general, the player who holds more messages has an initiative and cooperation is based on information sharing. We will consider personal expected payoff with non-cooperation,constraint cooperation and cooperation. Finally,we find that player some times can maximize this personal utility by sharing information and intellectual threat with others, considering various kinds of complicated situations syn-thetically.The research result has positive reference value to this many times repeated games.
