Study On The Customs Clearance Efficiency Evaluation Of Water Ports Of The Yangtze River Upper Reaches Based On The DEA Model

As the gateway to the country's opening to the outside world and the hub of international cargo transportation,the port also has a strong promoting effect on the foreign trade of a country or region.With the gradual deepening of China's reform and the development of export-oriented economy,the import and export volume of the port has increased rapidly,and the efficiency of customs clearance has been raised to realize the high demand.Especially along with the “one belt one road” and strategy of the construction of the Yangtze river economic belt,as the intersection area of the upper Yangtze river water transportation port,the improvement of customs clearance efficiency for the development of the open economy has the vital role.Evaluation and research on the efficiency of the water ports of the Yangtze river upper reaches,not only can understand the influence factors of port clearance efficiency more deeply,but also provide effective theoretical support and decision-making reference for operation management and the improvement of the customs clearance efficiency of the port,it also cannot ignore the significance of the long-term development of the port,and it plays an important role in promoting the sustainable development of the open economy in the Yangtze river upper reaches.This study takes the water ports of the Yangtze river upper reaches as the research targets,combined with domestic and foreign literature review about the port customs clearance efficiency and the efficiency measure relevant theoretical study,study to evaluate and research on the customs clearance efficiency of the water ports of the Yangtze river upper reaches and put forward the suggestion of efficiency improvement.Firstly,based on the comparative analysis of the existing efficiency measure method,the researcher decided to use the data envelope analysis method to evaluate the efficiency of the water ports of the Yangtze river upper reaches;secondly,the evaluation index system of the port clearance efficiency of the Yangtze river upper reaches is determined through relevant literature research;thirdly,using the factor analysis as the auxiliary model of data envelopment analysis,exclude the interference of correlation between indicators,make up for the limitations of the selected DEA model,using factor analysis to determine the final water port customs clearance efficiency evaluation index;fourthly,based on data envelopment analysis in the ports customs clearance efficiency evaluation model,with Chongqing port,Luzhou port,Yibin port and Yichang port as the main research object,with respect to its actual situation,evaluate and analysis the efficiency of the port customs clearance,and further use the super-DEA model to sort the four port;lastly,according to the evaluation results and analysis of the ports customs clearance efficiency,put forward the corresponding improvement suggestion of the ports customs clearance efficiency : for the Chongqing port,to enhance the port infrastructure construction,promoting integration of port customs clearance,strengthen the integration of port management,consummate the port information construction,build wisdom port.As for the port of Yichang port,we should fully promote the establishment of "single window" and improve the construction of electronic port,for Luzhou port and Yibin port,to strengthen the Luzhou port and Yibin port infrastructure construction,at the same time,integrate the port resources of the Luzhou port and Yibin port,common development,in the meantime,orient the development of the two ports in a differentiated way.
