The Study On The Balance Sheet Of Surface Water Resources Of Ji'nan City

The preparation of water resources balance sheet is an independent system engineering and an important part of the whole national economic accounting.Because of the characteristics of its complexity,fluidity and recycling,water resources make its balance sheet production not yet ready-made,directly operable mode,so the preparation of water resources balance sheet has very important significance,It can not only calculate and express the loss of the deterioration of ecological environment caused by the regional economic and social development,but also become the inevitable trend of the development of environmental accounting system.The main findings are as follows:(1)To established a water resources balance sheet Three system based on three systems,that is,based on the water resources support system to establish the surface water resources inventory balance sheet,based on the water ecological Support system to establish the surface water resources and quality sheet,based on water efficiency support system to establish water resources sustainable utilization efficiency balance sheet.(2)To establish regional water resources inventory balance sheet from the quantity of surface water resources,and to determine the changes of water resources after the water resources utilization and management during the year by reflecting the consumption of the early and year-end stock and the year.(3)To establish regional water quality balance sheet from the quality of ground water resources.According to the main pollutant factor cost of water body,the standard of the main pollutant factor is established,the standard of the inferior five kinds of water quality is improved,and the water quality balance sheet of the river(taking the water function area as the unit)and the reservoir Lake is completed on this basis.(4)The concept of dynamic water resources availability is proposed,that is,the potential utilization of regional water resources without consideration of anthropogenic effects and engineering measures.The calculation method of dynamic water resources balance sheet in watershed dynamic water resources balance sheet and water function zone is deduced.(5)Based on the first and second level of water resources quantity,the quality balance sheet,combined with the research area water efficiency,carries on the surface water resources assets and liabilities grade appraisal.Firstly,the paper sums up the research status of the index system of water resources assets and liabilities and the evaluation methods,establishes the index system of water resources assets and liabilities,uses the entropy weight method to determine the weights of each index and divides the grading standard of the evaluation Index,and evaluates the level of the regional surface water resources assets and liabilities.(6)This paper studies the actual situation of surface water resources quantity,quality and water efficiency in Ji'nan 2011-2015 by using the balance sheet of surface water resources in Ji'nan City,and studies the Ji'nan of water resources assets and liabilities from the three levels of the structure system.The evaluation results of Ji'nan water resources assets and liabilities are analyzed,the main problems of sustainable utilization and green development of water resources in Ji'nan are clarified,and the corresponding countermeasures and suggestions are put forward.
