In this paper,we study the design of H∞ optimal controller for data-communication networks with multiple time-delays.Firstly,the systems with uncertain time-delays are obtained based on the rate-based flow control theory,and then combining with,the tracking requirement and the weighted fairness requirement of the time-delays networks,we amelio-rate the system for the mixed sensitivity minimization problem.Secondly,by introducing intermediate variables to reduce the dimension of the transfer function,we can make the argument system simpler than before.Besides,with the small-gain theorem for non-causal system and the(J,J’)-lossless factorization theory in chain-scattering representation,we transfer the original problem into the equivalent requirement the controller needed.Fi-nally,using iteration method,we obtain the solution of the optional controller which is based on the method of adobe delay problem.The design problem of optimal controller,the article studied,is the cascade system whose subsystem has non-zero bias and has a broader application than before.
