Water is the source of life in the natural world.It is the foundation for all things to survive and develop.It is closely related to the existence of human society and the sustainable development of economy and society.Water is a basic,indispensable and irreplaceable natural resource,a strategic economic resource,and an environmental element.However,due to the combined effects of economic development and climate change,the situation facing water resources in the Beijing-Tianjin-Hebei region has become extremely severe in recent years.The water resource per capita is 239 cubic meters,which is only 11.11 percent of the national average,and it is a severe water shortage area.According to the requirements of the Beijing-Tianjin-Hebei integration strategy that Hebei Province will undertake the pressure of Beijing's high-pollution,high-energy-consuming industries to transfer,and its water resources problems are even more prominent.The existence of many problems such as poor water resources,high intensity of development and utilization,serious pollution,and regional differences in water resources management will make Hebei Province the weakest link in the management of water resources in Beijing-Tianjin-Hebei.The Beijing-Tianjin-Hebei collaborative development strategy has a more urgent demand for coordinated management of water resources.This paper aimed at the severe water resources problems in Beijing-Tianjin-Hebei under the background of Beijing-Tianjin-Hebei integration.The system dynamics model was used to study the water resources allocation in Beijing-Tianjin-Hebei.The main research contents and conclusions of this article include the following aspects:First,through the analysis of the current situation of the integration of water resources in Beijing,Tianjin and Hebei,the problems existing in the integration of water resources in Beijing-Tianjin-Hebei are summarized: Water resources integration crisis awareness is not strong;water resources integration system planning is not in place;water resources integration funding is not in place;water resources integration development and utilization are not balanced;water resources integration cooperation is not significant.Secondly,through an in-depth and systematic analysis ofBeijing-Tianjin-Hebei water resources system,divided the four subsystems of social,economic,ecological and water resources,the causality among the subsystems was elaborated,the system flow chart was drawn,and the system dynamics were constructed.Simulation model.Thirdly,after simulation and inspection,four different water source allocation schemes were designed to predict the water resources in 2017-2030.The comparison results show that the integrated coordination scheme is the optimal configuration scheme for water resources integration in Beijing-Tianjin-Hebei.Finally,From the perspective of cooperation and coordinated development of the Beijing-Tianjin-Hebei government,the government will formulate appropriate policies and measures: conserve and use water resources,and jointly solve the water crisis;pay attention to the development of water resources,establish a regional compensation mechanism;strengthen the protection of water resources and establish ecological compensation mechanisms;strengthen water resource integration,inter-governmental cooperation.
