Study On The Policy Of Fallow For Water Conservation In Resource Type Water Shortage City

The policy of Fallowing Water Conservation is an important means to maintain the sustainable development of economy and ecology,which has played an effective supporting role in promoting the coordinated development of regional ecology and economy.It is also an important way to realize the harmonious development of human and nature.This paper investigates and analyzes the policy of“Reducing Grain Areas to Save Water " in the Urumqi County of Xinjiang province,and uses the general principles of the public policy system analysis tools,which discusses on the policy of Reducing Grain Areas to Save Water and provides a practical basis for improving the policy.This study begins with four aspects:policy text policy implementation,policy requirements and policy effectiveness,which using the five-dimensional analysis framework of public policy to discuss the policy subject,the implementation object,the policy objectives and the scheme of the policy of Fallowing Water Conservation.Finally,the study carry out the implementation and the requirements of policies,which summing up the main problem of Reducing Grain Areas to Save Water policy.The study found that the policy of Fallowing Water Conservation in Urumqi County has the following problems:Firstly,the policy content is not perfect,which lacks of a certain environmental objectives;Secondly,the implementation of the policy is not complete,which lacks of policy supervision and evaluation and other working mechanisms;Thirdly,the financial compensation scheme is not perfect,there is a single compensation subject and the compensation based on defective,the time of payment of compensation is too long.In view of the above questions,this study suggests that:Firstly,The government need to improve the policy content,and define the policy principles,which also need to certain the policies of environmental objectives,while the policy implementation principle is not clear,leading to the policy lack of a certain degree of orientation,the government should increase the policy of compensation;Secondly,the government should improve the policy implementation process and increase the participation of social subjects,in order to improve the supporting working mechanism;Thirdly,The government need to change the policy of Fallowing Water Conservation compensation program,and it's also should study and formulate the scope of compensation standards and set from the macro point of compensation standards.Fourthly,this research attempts to use the method of conditional value evaluation and ecological cost accounting to analyze the compensation standard of the Reducing Grain Areas to Save Water policy,The final measurement of the Fallowing Water Conservation compensation policy for the current compensation standard is low,only 480 Yuan per mu every year,which should be raised to 969-1025 Yuan,so that the compensation standard measurement of scientific and satisfaction to be optimized.
