Land space is not only the main place of national political,economic and cultural activities,but also the important carrier of regional economic and social development.It is also a beautiful home for human survival and development.With the rapid development of economy and society and the continuous advancement of urbanization construction,China has entered a new stage of comprehensive transformation and development of economy and society.At present,many kinds of spatial planning with complex systems in China have been unable to adapt to the new situation of current development in the management of land space,which seriously restricts the healthy and sustainable development of China's economy and society under the new normal.Therefore,speeding up the construction of the national spatial planning system and realizing the modernization of the national governance system and governance capacity has become a major strategic task of the country.As the core work of the "four in one" framework,the integration of spatial planning still faces many theoretical and technical problems,such as the difficulty of Coordinating Land Use Classification standards,the difficulty of unification of data format standards,the difficulty of identifying overlapping areas,the difficulty of coordinating spatial conflicts and so on,which seriously affects the process of building the spatial planning system in China.Therefore,this study takes Qijiang District of Chongqing as an example,chooses the most comprehensive and important spatial planning,such as land use planning,urban and rural master planning,forest land protection and utilization planning,and puts forward the " three-zone and three-line" in the "Notice on the pilot work of" multi-conformity "of cities and counties" issued jointly by the State Development and Reform Commission,the Ministry of Land and Resources,the Ministry of Housing and Construction and the Environmental Protection Bureau.Line is a spatial zoning scheme.Based on the powerful data processing ability and spatial analysis function of GIS technology,and on the basis of a comprehensive review of the existing spatial planning of Qijiang District,the key issues facing the spatial integration of "multi-planning" are how to realize the overall planning of land use classification standards,the unification of data format standards,the identification of overlapping spatial regions and the coordination of spatial differences.The integration model of spatial planning is discussed and studied.The main research results are as follows:(1)Based on the "three big spaces",we have realized the overall planning of land use classification standards of "multi-regulation" land.Based on the analysis of the existing land use classification standards of "multi-regulation",this study finds that there are great differences in the overall framework of the existing land use status classification(GB/T 2100-2007),urban land classification and planning construction land standard(GB50137-2011),forest land classification(LY/T 1812-2009)and other related planning land classification standards system,which mainly represent the various standard systems.The understanding and tendency of certain departments on the protection and utilization of territorial space can not be replaced by each other,and can not be directly used in the integration of spatial planning.But at the same time,it is also found that there is a good connection between the small and medium land classifications in the land use classification standards.Therefore,based on the "three big spaces",this study realizes the overall planning of the "multi-regulation" land use classification standards,which maintains the independence of the land use classification standards themselves and achieves the framework system of land use spatial classification from the perspective of large-scale spatial control.Construction.(2)Relying on ArcGIS software platform,the unification of "multi-standard" data format standard is realized.By comparing the attributes of elevation datum,coordinate system,projection method and spatial accuracy used in the multi-planning data,this study finds that the software platforms used in the compilation of general land use planning,urban and rural planning,forest land protection and utilization planning are different,and the spatial data format standards differ greatly,which makes it impossible to realize the spatial integration of multi-planning.It uses ArcGIS software data conversion tools and unifies the attributes of "multi-gauge" data into the.SHP format of 1985 National elevation datum,Gauss-Kruger projection and 2000 national geodetic coordinate system according to the legal standards of national spatial planning integration,and establishes the spatial database of GIS based on the "three big spaces" as the guiding principle and the unified operation platform of ArcGIS software system.(3)Overlapping diagnosis of spatial data overlap between "multi-planning" urban space,agricultural space,ecological space and "three big spaces" and "three line spaces" was made.Conflict types were further identified by comparison of differences,and overlap areas were quantitatively counted.In this study,ArcGIS software data conversion tools in the face of raster function,the "multi-gauge" data into a unified pixel size of 25 m *25m raster data,by adding the "category" attribute field assignment,after the "multigauge" spatial data superposition diagnosis and spatial difference comparison,identify the "multi-gauge" spatial data conflict between various categories,and automatically complete the overlap area.Statistical analysis of domain area realizes the recognition of overlapping categories when three or more spatial planning data are superimposed simultaneously,and solves a technical problem in spatial planning integration.(4)Connecting the results of spatial evaluation,coordinating the "three major spaces" and "three line spaces",and finally delimiting the "three-zone and three-line",the plan of spatial planning integration of Qijiang District was formed.On the basis of spatial data superposition diagnosis and spatial difference comparison,this study further links up the existing achievements of Land Spatial Development Suitability Evaluation in Qijiang District,and refers to the relevant guiding documents of national spatial planning integration,coordinates the overlapping areas of "three major spaces",delimits the urban space 164.93 square kilometers,agricultural space 1193.08 square kilometers,ecological space 827.66 square kilometers.Coordinating the overlapping area of "three-line space",delineating the urban development boundary space area of 70.87 square kilometers,ecological protection red line space area of 170.09 square kilometers,permanent basic farmland protection red line space area of 778.36 square kilometers,and finally forming the "three-zone and three-line" spatial planning integration plan of Qijiang District.
