Com production is related to the primary,secondary and tertiary industry,and it has a wide application filed and huge consumer market.The domestic demand of com production is increasing rapidly.However,there are mismatches between production and demand,between increasing demand and excess inventory.The high production cost,unreasonable elements devotion,lower levels of scale and unadvanced agrotechnique are four major restriction factors.In China,the cost of com production is higher;and com prices on global market are at a disadvantage.Great changes have taken place in the pattern of international corn trade since 2011.Taking the USA as an example,International prices of corn are lower by 30%to 40%than China.Due to the price gap,more enterprises prefer corns in global market,which actually lead to China becoming a net importer.So,to improve domestic corn production,we must optimize the allocation of productive resources and improve the productivity.We also need to change from based on elements devotion to depending on the advanced technology and system innovation.Therefore,analyzing corn production and its technology and efficiency plays an important role in decreasing cost,improving productivity,meeting domestic demand and providing com security.Basing on the theory of productive efficiency and the agricultural research at home and abroad,this article will explore our country's corn production.The article will choose 19 major corn regions which are determined by the ministry of agriculture,making ten years input—output statistics from 2008 to 2017 into panel data.At the same time,the passage will use environment variables and three—stage DEA model,combining Malmquist index Analysis method with the difference between time and regions,to estimate these 19 regions' productive efficiency.According to the environment variables,the article will also analyze the direction and extent of corn productivity influenced by environmental changes.Besides,it will give some reasonable advice based on the study results and present circumstance of corn domestication.Main conclusions:according to the interannual variability,domestic corn overall technical efficiency show volatile growth which is limited by the levels of scale;total factor productivity increases unsteadily,influenced by technology;current circumstance is a disadvantage in com production.According to the difference in regions,there is a wide gap between different regions' corn production:the productivity in north regions is higher,but has declined recent years.For example,Liaoning province,Gansu province,Ningxia autonomous region and Xinjiang autonomous region are not easy to promote the productivity;the productivity in Huang.Huai-Hai regions is steady.For example,Shanxi province,Anhui province,Jiangsu province and Henan province have better corn production and potential;the overall productivity in southwest regions is lower than north and Huang-Huai-Hai regions,except the sample of Sichuan province.Recommendations:first of all,in Sickle bend areas,corm production almost reaches its top point.Returns to scale have a steady state,sometimes even decreased.In these areas,it is hard to promote corn productivity.Hence,these areas should diminish com domestication,based on the policy of Supply—Side Structural Reform and the guide lines of "two regions"—the main-functional region of grain production and the important agricultural product production protection zone.Secondly,in Huang-Huai-Hai regions,the consumer market of com is stable.Increasing input xan result in higher output.Therefore,these regions should expand corn production properly and the share of silage corn.Thirdly,in southwest regions,because of the terrain,climate and natural disasters,the overall productivity is lower than other regions.It,s necessary to reduce the portion of corn domestication.
