Due to the influence of human activities,abnormal climate frequently appears in recent years.It leads to frequent floods.Once a flood occurs,it will cause huge losses to people’s lives and property.Flood forecasting can give early warning of the disaster and reduce the losses caused by the flood as much as possible.However,most of the current flood forecasting systems are developed independently,the data can not be shared in real time,and the forecasting and warning systems are separated from each other,which reduces the effect of forecasting and warning.In view of the above problems,this paper studies the forecasting and early warning system,and compares three runoff generation and concentration forecasting models.Finally,Xin’anjiang model,which is more mature in China,was selected as the forecasting model of flood forecasting.The parameters of Xin’anjiang model are calculated by genetic algorithm.It lays a theoretical and algorithmic foundation for the design and development of flood forecasting system.This paper presents the design and implementation of a reservoir flood forecasting and early warning system with relatively complete functions.In this paper,the implementation steps of Xin’anjiang model are given,and the forecasting results are served by API.In order to verify the effect of runoff generation and concentration model,this paper designs and implements the forecasting and early warning system.The whole system is based on B/S structure,using SpringBoot framework,following RESTful development specifications,and using caching to improve the response speed of the system,which successfully realizes the real-time docking with the predicted results.This research breaks the current situation that the reservoir flood forecasting results are relatively closed,realizes the integration of forecasting and early warning,and speeds up the response speed of early warning events.The main research results of this paper have been successfully applied in the relevant systems of Fenghuangguan Reservoir in Hubei Province,and basically achieved the desired results.
