Oil spill occurs frequently,which causes huge economic losses and marine ecological disasters to coastal countries.Therefore,it is of great significance to actively study oil spill monitoring for disaster prevention and marine ecological environment protection.Oil spill accidents are characterized by sudden and wide range,and the marine environment is complicated,which increases the difficulty of monitoring oil spill.Synthetic Aperture Radar(SAR)technology is one of the most important means of oil spill emergency monitoring with its all-weather,high-resolution and wide range monitoring advantages;GIS has advantages in spatial data management and spatial analysis,which is conducive to organization,management,analysis,display and information publish of oil spill emergency monitoring data.On the basis of analyzing the demand for emergency monitoring and the ability of oil spill monitoring,this paper studied a remote sensing monitoring solution for oil spill based on SAR technology and GIS technology,designed and developed a remote sensing monitoring information system for oil spill,and realized the business work of rapid tracking monitoring and monitoring information publish.The research contents of this paper include the following three aspects:(1)The imaging characteristics and data formats of multi-source SAR images were analyzed,and oil spill information extraction algorithm and evaluation analysis were implemented.Using open source class libraries such as Geospatial Data Abstraction Library(GDAL),the SAR image data was preprocessed,including radiation calibration,image filtering,geometric correction and pixel depth conversion.The oil spill information was identified based on the multi-scale image segmentation algorithm and the gray contrast feature extraction algorithm,the encapsulation of the extraction algorithm was realized.The results of oil spill extraction were refined by edge smoothing,and statistical analysis of the information of the spatial distribution and geometry of the spilled oil,the algorithm of oil spill detection were evaluated based on expert interpretation results.(2)This paper studied the spatial analysis of oil spill under the influence of ocean dynamic and ships.The influence of ocean dynamic environment factors such as ocean flow,wave and wind on oil spill was analyzed and studied,the NetCDF format data was analyzed by using the library of scientific dataset.According to the specification of oil spill monitoring and display,different rendering schemes have been worked out to achieve display and query in GIS environment,which provided support for the calculation of the drift trend of oil spill.According to the oil spill traceability requirements,the SAR image ship detection algorithm is integrated and the ship in the oil spill area is identified.Combined with the Automatic Identification System(AIS)monitoring data,this paper realized the correlation analysis of the ship and the AIS monitoring ship in the oil spill area,which will provide auxiliary support for the traceability of oil spill.(3)The oil spill remote sensing monitoring information system was constructed.The system integrated the oil spill information extraction module,the marine environment monitoring module and the ship monitoring module,it also realized the early warning analysis of the oil spill on sensitive environment,one-click thematic mapping and information publish,which improved the efficiency of the operational monitoring.The system has been put into demonstration application,and the stability and compatibility have been tested by business.
