Study On Environmental Ecological Compensation Of Mineral Resources Development In Jiangxi Province

Mineral resources are the superior resources of Jiangxi,and the comprehensive development and utilization of mineral resources has become an important support for the development of Jiangxi's economy.In November 2014,Jiangxi Province was included in the first batch of demonstration zones for ecological civilization construction in the country,which is both an opportunity and a challenge for Jiangxi.This paper firstly reviews the literature on ecological compensation concept and ecological compensation research at home and abroad,and expounds the economic theory basis of environmental compensation in Jiangxi Province.Secondly,based on the actual situation in Jiangxi Province,it discusses the impact of mineral resources exploitation on the ecological environment.The policy status and existing problems of environmental ecological compensation for mining resources in Jiangxi Province were introduced.Thirdly,the game tools were introduced to analyze the behaviors of the main stakeholders in the mining ecological compensation,and the mining ecological compensation index system was constructed by using the analytic hierarchy process.Construction of mining ecological compensation model based on index system;Finally,combined with the practice of ecological compensation at home and abroad,using the research results,the environmental compensation proposals for mineral resources development in Jiangxi Province was proposed.Through the research,the following conclusions are drawn: the excessive exploitation of mineral resources has caused serious pollution to the environment,and the government faces heavy responsibility for governance;based on national conditions and provincial conditions,the ecological compensation policy for mineral resources exploitation in Jiangxi Province needs to be improved;In the game analysis,this paper believes that it is necessary for the government to take measures to resolve the game dilemma;In the ecological compensation index system,experts and scholars believe that environmental damage compensation is in priority compensation status;In the ecological compensation standard,this paper believes that based on the losses caused by the development of mineral resources,it is more measurable through market value method and opportunity cost method;At the same time,six policy recommendations are proposed: First,give full play to the market and social participation mechanism,and broaden the channels for ecological compensation funds for mineral resources development;And improve the coordination mechanism between the mining environment management and ecological restoration of government departments;The third is to strengthen supervision of mining enterprises and regulate market behavior;The fourth is to change the assessment of local governments,pay attention to the assessment of local environmental indicators;The fifth is to improve financial transfer payments,explore and promote " Blood type " ecological compensation;The sixth is to establish a clear system of property rights,improve the ecological compensation technology.
