Along with the rapid development of China's economy,the demand for cargo transportation is also growing.The "Nineteenth National Congress" clearly pointed out that China is a big transportation country,not a transportation power.In the process of developing into a powerful transportation country,upgrading China's railway freight capacity has become a key step in the development of China's transportation power.China's railway freight transport industry is advancing on the road of market-oriented reform,but there are also many problems.It is necessary to study the efficiency of China's railway freight transport for both railway transportation and social development.Firstly,based on the construction of the input-output index system,the efficiency of the freight transport efficiency of the provinces in 2003-2017 is measured and analyzed by the super-efficient SBM model.Secondly,the standard deviation,the coefficient of variation,the Theil index and its decomposition value are calculated.This paper explores the difference of railway freight efficiency between China's provincial and regional levels,and analyzes the difference structure to find the cause of the difference.Finally,the panel data model is used to study the influencing factors and influence degree of railway freight efficiency,and some policy opinions are proposed based on the research results.Research indicates:(1)The overall effect of railway freight transportation in China is not high.The development trend of railway freight efficiency in the national,eastern and central regions in 2003-2017 is inverted "N" type,and the development trend in the western region is inverted "U".The efficiency of railway freight transportation in the eastern coastal areas is generally lower than that in the inland areas.The efficiency of railway freight transportation in Shanxi and Hebei provinces is relatively high,and the average efficiency can reach an effective level;the railway freight transport efficiency in Hainan,Shanghai and other provinces is at a high level of inefficiency for a long time.(2)From the provincial level,the difference in efficiency of China's railway freight transportation has increased in general from 2003 to 2017,and there is still room for further reduction.From a regional perspective,the regional differences in the efficiency of China's transportation and railway freight transportation are overall differences.The main source,but the regional differences can not be ignored,the railway freight efficiency difference in the eastern region is the biggest,the development of the provinces is the most uneven,followed by the central region,the western region has the smallest difference.(3)By constructing the panel data model,the development scale of the transportation industry,railway freight market competitiveness,railway network density,railway freight intensity and industrial structure are the five influencing factors of railway freight efficiency.The development scale of the transportation industry,the competitiveness of the railway freight market,the freight intensity and the industrial structure are all positively correlated with the railway freight efficiency.The road network density is negatively correlated with the railway freight efficiency.
