Study On Incentive Mechanism Of Utilization Of Crop Straw Resources In Sichuan Province

Sichuan Province is a major agricultural province in China,which produces a large amount of crop straw every year.According to statistics,the output of crop straw in Sichuan Province has reached 42.59 million tons in 2016.If incinerated at will,the concentration of PM10 and PM2.5 in the air will increase,resulting in serious environmental pollution.In recent years,Sichuan Province has been attaching great importance to the utilization of crop straw resources.Based on the Notice on Further Strengthening the Comprehensive Utilization and Incineration of Crop Straw issued jointly by the Ministry of Finance,the Ministry of Environmental Protection and the National Development and Reform Commission,Sichuan Province has formulated the Comprehensive Utilization Planning of Crop Straw.In 2016,the utilization rate of crop straw resources in Sichuan Province reached 82.6%.Although the utilization rate of crop straw resources in Chengdu,Mianyang and other places exceeded 90%,the utilization rate of some cities(states)was still below 80%.Therefore,it is necessary to promote the overall improvement of the utilization efficiency of crop straw resources in 21 cities(states)of Sichuan Province in order to increase the agricultural economic benefits of Sichuan Province as a whole.Through reading the literature,many scholars mainly study how to motivate farmers to participate in the utilization of crop straw resources.This paper focuses on how to construct incentive mechanism for the utilization of crop straw resources to improve the enthusiasm of farmers,cooperatives and enterprises to participate in the utilization of crop straw resources.The main body of incentive mechanism-object analysis of incentive mechanism-incentive mode are as follows: Analysis framework,research and analysis.Firstly,based on the data of crop yield in Sichuan Province in 2016,this paper estimates the amount of crop straw resources in the whole year,and analyses the existing policies and utilization technologies to promote the utilization of crop straw resources.Through the analysis of crop straw resource utilization rate in 21 cities(prefectures)of Sichuan Province in 2016,it is found that the ways and levels of crop straw resource utilization are different,and the regional differences are large.After analyzing the behavioral objectives of the subject and object of the incentive mechanism for promoting the utilization of crop straw resources,this paper makes a binary Game Analysis of the subject and object of the incentive mechanism,that is,the government and farmers,enterprises and cooperatives are analyzed respectively.Through the analysis,it is found that the government plays a leading role in the incentive mechanism for the utilization of crop straw resources.Farmers,enterprises and co-operatives,as "rational economic people",are greatly influenced by the government's support policies for the utilization of crop straw resources in the decision-making process.As the main body of incentive mechanism,the government can encourage more farmers,enterprises and cooperatives to participate in the utilization of crop straw resources through economic incentives,spiritual incentives and emotional incentives.According to the research and analysis,this paper puts forward that the incentive mechanism of crop straw resource utilization can be well guaranteed by supporting the research and development and promotion of crop straw resource utilization technology,building a perfect market system of crop straw resource utilization,technology research and development system and legal supervision system.
