Research On Mineral Resources Supervision From The Perspective Of Modernization

At the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,it was proposed to improve and develop the socialist system with Chinese characteristics,to promote the modernization of the state governance system and governance capacity,which is the general goal of comprehensive deepening reform and guides the development direction of various construction undertakings.Governance system and governance capability is a closely related whole and an organic unity of system and system implementation.As an important material basis of national economy,effective supervision and management of mineral resources is an inevitable requirement for modernization of governance,mineral resources supervision is constantly improving and developing.The establishment of the Ministry of Natural Resources and the smooth implementation of the national mining rights holders' exploration information publicity system haveimproved the situation of multi-policy and poor information transparency in the supervision of mineral resources in China.However,the supervision of mineral resources in China is still subject to such factors as inadequate capacity of the main body of supervision and lack of sound regulatory basis.Based on the existing research of scholars at home and abroad,this paper analyses and summarizes the related concepts of modernization of management and supervision of mineral resources by using the methods of literature research and comparative analysis,and summarizes the characteristics of China's mineral resources supervision in the new era under the requirements of modernization of management.On this basis,the author analyzed the main problems in the process of mineral resources supervision in China.The author believes that there is still a gap between the goal of modernization of supervision and management of mineral resources in China at present.Corruption of supervisors still cannot be underestimated,failure of supervision and law enforcement and inefficiency often occur;at the same time,the main basis of supervision,the serious lag and confusion of laws,provides legal loopholes for supervision failure;finally,the mechanism of supervision is not perfect,and the system of supervision is not guaranteed.Foot.In view of the problems existing in the supervision of mineral resources,the author makes a deep analysis of the reasons and guided by the goal of governance modernization,this paper proposes that we should constantly strengthen the construction of clean government and enhance the professional competence of supervisors,and then,speed up the process of legalamendment of mineral resources and improve the supervisory mechanism to jointly promote the modernization process of mineral resources supervision.
