A Study On Fiscal And Financial Support For Agriculture Based On System Dynamics

China is an agricultural country.Since ancient times,farmers have always been the main producers in our country regardless of the social and economic development.Since the reform and opening up,China's agriculture is growing at a breathtaking speed.However,the development of agriculture is somewhat underpowered compared with other industries.And the problem of agriculture,rural areas and farmers has become increasingly prominent.How to better use fiscal and financial means to support the development of agriculture has become one of the key concerns of the current society and the government.In the current problem of supporting agriculture,the method of supporting agriculture,the target of supporting agriculture and the main body of agriculture are all changed,and few of these changes are taken into consideration nowadays.In this paper I think it is necessary to consider the fiscal and financial support agriculture as a system and to discuss it in depth after considering a variety of factors.This paper built a model of fiscal and financial support agriculture system from the view of system theory.The system dynamics is applied and the Venism software is used to simulate and analyze the sensitivity factors.And then this paper will propose a scheme to optimize the structure of the system in order to provide the basis for the practical decision.The first chapter presents the research background,research significance and current research status at home and abroad.The second chapter deals with the theory of fiscal support for agriculture and the theory of financial support for agriculture,which lays a theoretical foundation for further research.The third chapter first defines the fiscal and financial support system,divides the fiscal and financial system into the fiscal support subsystem,the financial support subsystem and the fiscal and financial support subsystem.And then this chapter analyzes the applicability of system dynamic in the research of fiscal and financial support for agriculture.The fourth chapter constructs the system dynamic model of fiscal and financial support for agriculture,establishes the input and output index system of fiscal and financial support system,draws the causality diagram and system flow chart,and determines the system equation.In the fifth chapter,we use Venism software to simulate the fiscal and financial supporting agriculture system,and analyze the sensitivity factors of the three sub-systems respectively.The results of simulation shows that at the comprehensive development of rural areas is at the level of preparing for development.According to the current strength and process of fiscal and financial support for agriculture,our country has a certain distance from achieving the 19 th National Congress of CPC goals.The result of the sensitivity analysis shows that fiscal and financial support for agricultural investment has time-lag in promoting the development of rural development.In the process of financial support for agriculture,the increase in the expenditure of agricultural production and the development of the rural social undertakings is most sensitive to the promotion of the comprehensive level of future rural development,the increase of agricultural product reserve cost and interest expense have the next impact on the comprehensive development level of the rural areas in the future.,and the increase of the four subsidies has no significant impact on the comprehensive development level of the rural areas.In the process of financial support for agriculture,there must be a certain growth rate of the supply of agricultural loans,the number of rural financial institutions and the number of rural financial workers rather than unchanged.In the fiscal and financial cooperative support agriculture system,the increase of the amount of agricultural insurance subsidy and the amount of the loan discount have a significant impact on the comprehensive development level of rural areas in the future.
