The Compilation And Application Of Xi'an Natural Resources Balance Sheet

Natural resources are a necessary condition for social progress and economic development.The establishment of a natural resource balance sheet links the natural resource environment with social and economic activities,and based on this,derives the changes in natural resources brought about by urban progress.This paper estimates the timeliness of natural resources through statistical data.This not only can quickly and clearly reflect the current situation of natural resource utilization in Xi'an,promote the rational development and sustainable planning of natural resources,but also facilitate the Xi'an municipal government's assessment of the financial input of resources and environment and the development of social ecological compensation,while promoting the tradition.The in-depth development of the national economic accounting system.The physical and value accounting results of natural resources assets and liabilities in Xi'an show that:(1)The total value of natural resources assets in Xi'an in 2015 was 460,654.33 million yuan,an increase of 148,707,200 yuan compared with 2010.Among them,land resources are the most important natural resource assets,of which the area of cultivated land shrinks fastest,and the problem of conversion and occupation of cultivated land is increasingly prominent.The illegal occupation of forest land,such as quarrying,quarrying villas,and land consolidation,led to a reduction in the total area of forest land and a decrease in forest resources.(2)From 2010 to 2015,the total value of natural resources and liabilities in Xi'an was 28,158,858,500 yuan.The expansion of urban population and the increase of domestic water consumption 1have increased the discharge of urban domestic sewage in Xi'an.Sulfur dioxide is the most important air pollution discharge,and the cost of air pollution discharge repar is mainly used for subsidies for organic waste gas treatment subsidies in industrial enterprises.The estimated cost of solid waste disposal and repair in Xi'an far exceeds the investment in the industrial solids cost control project of the Statistical Yearbook.There are serious lags in the solid waste disposal policy system,cost input and information disclosure.Based on the preparation basis,process and results,this paper briefly describes the specific implementation path from the three application perspectives of natural resource balance sheet system application,resource environment dynamic monitoring and early warning and leading cadre natural resource asset departure audit.
