Under the background of Supply-side reform,three tough battles and building a moderately prosperous society in all respects.The development level of urban green industry and science and technology law is more and more important in the overall development of the city.The rapid and high-quality development of regional economy requires the simultaneous progress of green industry and technological innovation to achieve the level of coupling and coordinated development.Based on the evaluation indicators system proposed by authoritative organizations and previous literatures,this paper establishes the evaluation indicators of green industry and technological innovation.On this basis,this paper uses G1 and coefficient of variation method to calculate the subjective and objective weights of green industry indicators.Then,the combined weights of green industry indicators can be obtained by utilizing the method of Variance Maximum Combination Weighting;This paper uses cosine angle method to calculate the weights of technological innovation indicators.On this basis,the green industry and technological innovation evaluation score of each major city and each year can be obtained.Then,the time weight of panel data is calculated according to the idea that the smaller the deviation between the evaluation matrix and the ideal matrix is,the greater the weight is.Finally,the green industry and technological innovation comprehensive scores of major cities in five years are obtained.This paper analyzes 30 major cities in China from 2013 to 2017.The result indicated six aspects.First,among the green industry indicators,the amount of industrial solid waste disposal has the greatest impact on the results.Second,most cities have little change in the ranking of green industry development in five years,but the horizontal gap between the development of green industries in different regions is large.Third,among the technological innovation indicators,the contribution rate of technological innovation has the greatest impact.Fourth,eastern China is better than western China and coastal areas are better than inland areas.Fifth,in addition to Beijing's green industry and technological innovation reaching a good level of coordination,most cities are still in the primary or intermediate coupling stagem,and the overall coupling and coordinated development of eastern cities is better than that of central and western cities.Last,the micro elements interaction between green industry and technological innovation is strong.There is a coupling relationship between green industry and technological innovation.Therefore,in order to promote the coordinated development of green industry and technological innovation in China,on the basis of empirical results analysis,combined with the current situation of each city,this paper puts forward targeted policy recommendations,so as to solve the existing problems and achieve rapid and high-quality development of the city.
