| The main functional zoning policy has played a basic guiding role in the water resources allocation in the basin area during the process of sustainable development strategy.The current water resource allocation mechanism has not fully considered the complex situation of the special spatial attributes such as the complexity of the national land space across administrative regions and the diversity of main functional areas,resulting in water resources shortage and inefficiency in the river basin.The practical problems of utilization of water resources management in river basins.The Yellow River Basin flows through 9 provinces and is the most water-scarce watershed area in China.It includes a series of typical main functional areas including national key ecological function areas,main grain production areas,energy enrichment areas,optimization and key development areas.And the pollution of upstream water sources directly affects the downstream water use,so there is an urgent need to establish a more reasonable water resources redistribution mechanism to promote the implementation of the Yellow River Basin ecological protection and high-quality development strategy.This paper explores the establishment of an optimal water resource allocation mechanism oriented towards the realization of the main function of the watershed by establishing the implementation framework of the main function zoning in the basin’s national space and taking the bottleneck water resources that restrict the economic and social development and ecological protection of the watershed as an example.By constructing the evaluation index system for the realization of the main functions of the watershed,the differences in the main functions of the various regions of the watershed and the quantification of the correlation between the watershed water resources and the main functions are quantified,thereby establishing a multi-objective optimization model for the main functions of the watershed under water constraints,And use the 2017 Yellow River Basin water allocation data for application analysis.The results of the study show that overall,the total production,living and ecological functions of the provinces along the Yellow River Basin are basically consistent with their main functional positioning.However,the volume of water supplied from Ningxia,Inner Mongolia and Shaanxi to the Yellow River is significantly more than its actual water consumption;the spatial difference in economic development in the upper,middle and lower reaches of the Yellow River Basin is significant,and the production-life function is gradually increased from upstream to downstream,and the ecological function is realized There is a decline in the amount of water resources per capita.There is a decoupling of production-life functions and available water,the efficiency of the main functions and the available water.There is an optimized space for the existing water resources allocation mechanism in the Yellow River Basin.Solve the water resources optimization allocation model of the main functions of the Yellow River Basin under water resource constraints,and obtain the distribution of water in Qinghai,Gansu,Ningxia,Inner Mongolia,Shaanxi,Shanxi,Henan,and Shandong.The new water distribution plan enables the Yellow River Basin to achieve the maximum possible water saving 33.16 100 million m3;the realization of production,ecology and living functions increased the economic and social output value of 55.189 million yuan,the value of ecosystem services of 61.4393 million yuan,and can carry a population of 64.632 million. |
