Measure And Analysis Of Economic Efficiency In Inner Mongolia

Since the reform and opening up,the driving force of China’s economic growth mainly comes from the low-cost advantages of production factors.Since entering the new normal of economy,these advantages have gradually disappeared.The report of the 19 th National Congress of the Communist Party of China points out that China’s economic development has changed from a stage of high-speed growth to a stage of high-quality development.High quality development has rich connotation.From the perspective of input-output,high quality development is the development of economic efficiency and economic efficiency.Therefore,China must accelerate the transformation of development mode,from extensive economic growth mode to intensive growth mode,make full use of scientific and technological innovation to improve the input-output efficiency of production factors,and achieve high-quality economic development.As a frontier ethnic area,Inner Mongolia has achieved the first miracle in terms of growth rate for eight consecutive years.However,with the increasing downward pressure on the economy,the economic development has been restricted to a certain extent.The reason is that economic efficiency is an important factor.This paper takes economic efficiency as the research object,measures the changes of economic efficiency in 12 Inner Mongolia League cities,analyzes the economic efficiency of each inner Mongolia League City and the factors affecting economic efficiency,and puts forward countermeasures and suggestions to improve economic efficiency,in order to promote the high-quality development of Inner Mongolia economy.On the basis of reading a large number of documents,this paper uses the data envelopment analysis method,which is widely used at present,to measure the economic efficiency of 12 League cities in Inner Mongolia.Tobuild an efficiency evaluation index system with labor,capital,energy and land as input indexes and GDP as output indexes.Firstly,DEA model is used to evaluate the static economic efficiency of 12 Inner Mongolia League cities,and the technical efficiency,pure technical efficiency and scale efficiency of each League City in different years are obtained.This paper calculates the adjustment range of the factors of the alliance city with low comprehensive efficiency,so as to provide a reference for the scale of the factor input in the future.Secondly,Malmquist index is used to calculate the dynamic change index of economic efficiency of Inner Mongolia 12 League cities in2009-2017,and the change index of TFP is obtained and decomposed.This paper selects 2009 / 2013 / 2017 three years to measure and analyze the static economic efficiency of 12 League cities.In 2009,the average comprehensive efficiency of 12 League cities was 0.920,and the scale efficiency lowered the comprehensive efficiency value.Four leagues and cities have reached the relatively effective state of DEA.In 2013,the average efficiency of each league decreased to 0.899,and only Hohhot and Ordos were in a relatively effective state,while other league cities were in a weak DEA effective state.In 2017,the average comprehensive efficiency of 12 League cities continued to decline to 0.780,which is the lowest efficiency value in recent years.It is the significant reduction of scale efficiency that lowers the overall efficiency value,and the efficiency value of five league cities is between 0.6-0.8,which is in a weak effective state,so the economic development of Alxa League is invalid.Based on Malmquist index,this paper calculates the dynamic TFP change index from 2009 to 2017,and divides it into two indexes: technical efficiency change and technical change.In the past nine years,the annual total factor productivity increased by 0.9%,the technical efficiency decreased and the rate of technological progress increased.The annual total factor productivity of eight leagues and four leagues and cities has been improved,while the other four leagues and cities have declined.The main reason for the decline is the reduction of technical efficiency.Under the current technical level,various input factors have notachieved the maximum production capacity,and the utilization capacity of technology has not been improved.Based on the measurement and analysis of static and dynamic economic efficiency,each league and city should strive to promote industrial transformation,extend the industrial chain,and centralize the development by adjusting the spatial structure;improve the efficiency of capital and energy utilization,break administrative barriers and improve the flow of factors;the most important thing is to take the road of innovative development,improve the level of scientific and technological contribution,improve economic efficiency and high-quality economic development。...
