As an advanced development concept and practice,comprehensive transportation is the basic way to realize the efficient development of modern transportation,which reflects the inevitable requirement of transportation from single transportation mode to coordinated development of multiple transportation modes.Traffic power background,the integrated transport service highlighted the importance of national economic development and people's travel get,along with the development of social economy,the adjustment of the regional division of production layout,as well as people's spending power has increased,passenger and goods transport efficiency,demand,chartered,diversification,puts forward the new development on integrated transport demand.Comprehensive transport efficiency is an important index to measure the development of comprehensive transport operation,and the organizational efficiency of passenger and cargo transport,as the core level of comprehensive transport efficiency,is an important reflection of the rational allocation of comprehensive transport resources and the satisfaction of passenger and cargo transport demand.Therefore,the effective evaluation and analysis of the organizational efficiency of passenger and cargo transport is of great significance to the promotion of comprehensive transport development planning and the enhancement and upgrading of passenger and cargo transport service.First of all,on the basis of systematic review of the current research results of comprehensive transport efficiency,this paper defines the connotation and characteristics of the organizational efficiency of passenger and cargo transport in combination with the theories of transport supply and demand,so as to provide a theoretical basis for the construction of efficiency evaluation index system.Secondly,the integrated transport of passenger and cargo transportation into passenger service process of the production process,the process of freight services and operating income of the network structure,considering two main road and rail transport way under the premise of analyzing the process of input and output indicators,and combined with the expected output and input and output of relaxation,construct the evaluation index system of passenger and cargo transportation organization efficiency.For indexes such as customer satisfaction,the damage rate,the level of transportation safety and the degree of environment pollution indexes using the interval type-2 fuzzy sets,integration of effective production frontier and ineffective in the face of the advantages of efficiency evaluation before production build interval type-2 fuzzy sets dynamic double frontier network SBM-DEA model,and through the Charnes-Cooper transform and interval type-2 fuzzy sets simple evaluation,model can be converted to the numerical model of easy processing,convenient for passenger and cargo transport organization efficiency evaluation.Perspective of jilin province is discussed,the integrated transport of passenger and cargo transportation development level as an example,based on the analysis of jilin province development situation on the basis of the comprehensive transportation,using building interval type-2 fuzzy sets dynamic double frontier network SBM-DEA model of jilin province in 2011-2018 passenger and cargo transport organization efficiency,and analysis based on different production efficiency of front passenger and cargo transportation organization of the evaluation results,find out the disadvantages,passenger and cargo transportation development in jilin province of jilin province to provide the reference for the development of comprehensive transportation.
