With the acceleration of China's urbanization process,the public demand for municipal infrastructure such as urban water supply,drainage(sewage),garbage treatment and central heating is also increasing.Faced with the limited budget and debt burden of China's finance and the existence of a large number of stock assets with low service efficiency and quality in the field of China's municipal infrastructure,the introduction of social capital and the use of PPP mode to revitalize the stock assets have become the key innovative methods proposed by China's municipal infrastructure planning during the "13th five-year plan" period.Stock of municipal infrastructure has a huge investment,long duration and operation mode of the single,the PPP model in infrastructure construction,as with its reduce the pressure of government finance,strengthen project operation efficiency and service quality and other advantages,has gradually become the focus of government,and promote it to the stock of municipal infrastructure.However,the government of the PPP model using just Suggestions,in actual operation of the stock of municipal infrastructure projects,there is a simple to use the myth of TOT and mode,and classification of PPP model in numerous,TOT is just a pattern of the PPP pattern classification,therefore decision making at the early stage of the stock of municipal infrastructure PPP projects,scientific and reasonable choice to match with the actual project is most the PPP mode,for later projects run smoothly laid a solid foundation.This paper first analyzes the attributes of municipal infrastructure,and on the basis of previous studies,sorts out the meaning and classification of domestic and foreign PPP models,and summarizes the PPP model applicable to China's infrastructure.As there are many PPP modes under the three-level classification,this paper divides the selection process into two stages.Firstly,it points out the existing problems of existing municipal infrastructure and the necessity and feasibility of applying PPP model.At the same time,through the analysis of each PPP pattern connotation and the characteristics of municipal infrastructure PPP project stock,applicability for the principle,to stock project preliminary identify stock of municipal infrastructure projects for the PPP mode for SC,O&M,with LUOT,PUOT,equity transfer,and the selected six kinds of PPP model for specific operation mode of comparative analysis.Secondly,through literature collection and questionnaire survey,the PPP model selection index system of existing municipal infrastructure projects is constructed from six aspects,including project nature,project risk and return,government capacity,peripheral environment,social capital capacity,property right and disposal.Finally,the selection model of PPP mode is constructed by combining OWA operator weighting and grey target decision method.At the same time,two cases are combined to further verify the operability of the model,and the selection results are analyzed,and the problems and Suggestions for PPP mode selection are proposed.By analyzing and studying the PPP mode selection of the existing municipal infrastructure,this paper makes a certain supplement for the decision-making of the PPP project of the existing infrastructure in theory,and provides a reference for promoting the application of the PPP mode in the existing municipal infrastructure project in practice.
