Research On The Expansion Of Organizational Function Of Tibet Meteorological Administration In Targeted Poverty Alleviation

2020 is the decisive year for China to build a moderately well-off society in an all-round way.Under the guidance of the state strategy of targeted poverty alleviation,Tibet Meteorological Administration in this process,has been responding to the call of the party and the state actively,exploring the potential and stimulating the vitality,mobilizing the resources,and promoting the innovation of the system and program.And Tibet Meteorological Administration has successfully realized the deepening and expansion of the original organizational function,accumulated new experiences and practices of Meteorological poverty eradication,and demonstrated the policy of Poverty Alleviation with Chinese characteristics.Tibet is a deep poverty-stricken area in China,and Tibet Meteorological Administration,in addition to its basic duties,undertakes the arduous task of poverty alleviation.This paper,taking the expansion of the organizational function of Tibet Meteorological Administration in targeted poverty alleviation as the research object,using the theory of state governance and public organization,provides a proper example and sample for a large country strategy of poverty governance by seeking the source,motive force,mechanism,achievements and significance of the expansion.This paper uses three research methods,literature analysis,case study and comparative analysis,to establish the research idea of “finding out problems-analyzing causes-analyzing countermeasures-drawing conclusions”.First of all,this paper analyzes the source and contents of the expansion of organizational function,expounds the generation logic of the expansion rationality.Then,it analyzes the dynamic mechanism and basic process of the expansion of organizational function,describes the internal mechanism of the actual evolution of the expansion.Then,the paper taking five villages in zhayu town as an example,analyzes the experience and shortcomings of the expansion of organizational function.Then,it expounds the countermeasures and suggestions to optimize the efficiency of the expansion of organizational function.Finally,this paper expounds the enlightenment to the expansion of organizational function of other public organizations.Organizational function is not solidified,but developed,organizational function is not conservative,but innovative.Organizational function can achieve expansion and innovationunder the guidance of certain goals and certain environment.Of course,expansion is not infinite.We should pay attention to the unity of professionalism and sociality,the unity of singleness and pluralism,the unity of goals and means,and the unity of reality and ideals.The correct leadership of the party and the government,the cooperation and support of all departments,the keen needs of the poor and the sense of responsibility of Tibet Meteorological Administration are the driving force and success of the expansion of organizational function of Tibet Meteorological Administration in targeted poverty alleviation.
