The rational allocation of regional water resources is an important guarantee to realize the sustainable use of water resources and is of great significance to the sustainable development of regional social economy.This paper selects the Kazuo county in liaoning province as the research area for the regional water resources evaluation,which gives the analysis and calculation of different planning years of water supply amount.The quota method is used to forecast the water demand of the planning year,water-saving schemes are also been analyzed.Based on the economic efficiency as the objective function to establish the water resources allocation model and solution,the different regional planning in water resources optimal allocation scheme between the departments,and the configuration scheme is evaluated.The main research contents and conclusions of this paper are as follows:(1)Under the general scheme,the total water demand of 50%and 75%guarantee rates in 2025 is 9020 million m~3and 102.7 million m~3respectively and in 2035,with the same guarantee rates,the water demand will be 10,286 and 115.84 million m~3respectively.Under the water-saving scheme,the total water demand at the guaranteed rate of 50%and 75%in2025 will be 8,392 and 95.43 million m~3respectively,and in 2035,the amount will be 9577and 107.94 million m~3,respectively.(2)Under the general scheme,the total water demand of 50%and 75%guarantee rates in 2025 is 10,262 million m~3and 9,271 million m~3respectively and in 2035,with the same guarantee rates,the water demand will be 10,577 and 9,586 million m~3respectively.Under the water-saving scheme,the total water demand at the guaranteed rate of 50%and 75%in2025 will be 10,313 and 9,321 million m~3respectively,and in 2035,the amount will be10,646 and 9,655million m~3,respectively.(3)For the general scheme,which under the different guarantee rates in each planning year,there will be large water demand gaps,and the available water quantity cannot meet the water demand requirements,resulting in prominent contradiction between supply and demand.The water shortage will be 822,3062,2087 and 43.76 million m~3respectively under the guarantee rates of 50%and 75%in 2025 and 2035.For the water-saving scheme,the 50%guarantee rate of available water supply in 2025 and 2035 will meet the water demand requirements,and the 75%guarantee rate in 2025 and 2035 will guarantee the water shortage of 221 and 11.39 million m~3,respectively.(4)The optimal water allocation scheme can be obtained by using the function of maximum social and economic benefits,so that the water used for secondary and tertiary production can be basically satisfied,and the minimum grain yield and water used for livestock can be completely guaranteed for primary production.
