An Analysis Of China's Marine Policy Based On Text Mining

The report of the 18th National Congress of the Communist Party of China puts forward the strategic goal of building a powerful marine country.The report of the 19 th National Congress of the Communist Party of China further requires that we should accelerate the construction of a powerful marine country and vigorously develop the blue economy.The formulation of effective marine policy is the institutional guarantee for the development of marine industry.The scientific and reasonable study of the marine policy system is conducive to the scientific and reasonable formulation of policies by government departments at all levels,so as to promote the development of marine industry and promote the realization of the strategic goal of maritime power.At present,domestic scholars are in the early stage of marine policy related research,qualitative analysis is more than quantitative analysis,and the exploration of marine policy content is not systematic and in-depth,so it is difficult to form a scientific understanding of China's marine policy system.This paper makes an empirical analysis of the marine policy texts issued by the central ministries and commissions from 1949 to 2019,in order to achieve a precise grasp of the content,theme and policy system of China's marine policy at the national level.The main work is as follows: firstly,the policy texts are collected and analyzed through the magic weapon database of Peking University;secondly,the policy texts are processed,and the LDA thematic probability model is used to model,so as to get the key themes of the content of China's marine policy texts;finally,the time factor is added to analyze the development and evolution trend of the content themes of China's marine policy texts ? It is found that in recent years,the state's attention to the marine cause has gradually increased,but the types of marine policies are diverse but not balanced,which is manifested in the large number of specific policies and the small number of programmatic macro policies;the degree of cooperation and coordination among relevant departments of marine affairs is not enough;the main themes of marine policies have been enriched over time,but the policies on marine talents,culture and publicity are still in place It needs to be strengthened.In order to improve China's marine policy system and further promote the development of marine undertakings,this paper suggests that: we should accelerate the formation of a comprehensive marine policy system with a global perspective,promote the formulation of the the incorporation of the sea into the constitution,and provide a higher level policy guarantee for the sustainable and healthy development of marine undertakings;we should strengthen cooperation among departments involved in the sea and promote the development of marine undertakings in an all-round way We will make up for the shortcomings in marine development,increase policy-making and investment in weak areas such as marine culture,publicity and personnel training,comprehensively plan marine undertakings,and comprehensively enhance the National Marine strength.
