Study On Early Warning System Of Flash Flood Disaster In Guangxi

In the process of natural disasters governance,the ability to realize and to prevent and reduce disaster in all countries of the world is constantly changing and improving.The paradigm of disaster governance shifts,from the control of the disaster to coexist,and from rescue and relief before disaster to risk control and prevention,at the same time,from mainly structural measures gradually to non-structural measures of comprehensive disaster prevention and mitigation.With the progress of disaster management,the structural measures of flash flood governance are not sufficient to control the risk of the flash flood disaster because that flash flood has the characteristics of wide distribution and sudden strength.Therefore,early warning as the core of the non-structural measures become the dominant form of flash flood disasters governance,Through timely and effective warning,people can take actions before disaster strikes,and transfer to averse risk,so as to achieve the purpose of disaster prevention and mitigation.In this paper,on the basis of the theory of natural disaster risk management,we will analysis the current situation of Guangxi flash flood disaster management and processes.We can clearly point out that the deficiencies of Guangxi in early warning system,mechanism,support of disaster prevention.At the same time,we should draw lessons from foreign countries,especially in Japan,the European Union and the United States,which have rich experience in disaster prevention and mitigation in the construction of early warning systems.At present,China is carrying out institutional reform and integrating and optimizing the functions of disaster management institutions.Under this background and Realistic needs,combines with the unified management of natural disasters,the further integration of the resources demand,this paper proposed the goal and the framework for reconstructing theearly warning system of flash flood disaster.This framework,which include risk identification and evaluation,information dissemination and dissemination of early warning information,construction of emergency response capacity building and gu,arantee system,can be applied in Guangxi and also in other provinces in China.Also,the paper elaborates the contents of the framework,and finally puts forward the countermeasures and Suggestions to further improve the early warning system from the perspective of institutionalized specialization socialization.
