| Water environment carrying capacity is an indicator of the degree of coordination between human production,life and the water environment.It is also an important basis to coordinate the sustainable development of the regional economy,society and environment.The level of resource development and pollution sought by human should not exceed the carrying capacity of the environment.It is an inevitable requirement for sustainable development to study the evaluation index system and quantification method of water environment carrying capacity.It is also an important foundation for ecological civilization construction and an important basis for thematic functional zoning.The research is conducive to the coordinated development of human production,life and the water environment.It is also beneficial to the rational formulation of water environment management decision-making.The research object of this paper is the Songliao River Basin.The paper aims to find out the water environment carrying capacity of Songliao River Basin,and calculate the pressure and load carrying capacity of economic and social development of the water environment.The paper taking into account the interval form of the assessment of water environmental capacity.Furthermore,in this paper,the RBF neural network model is applied to evaluate the carrying capacity of the water environment in the municipalities of the basin.For the area where the carrying capacity of the water resources exceeds or is close to the carrying capacity,early warning and restrictive measures should be implemented.We should build policy guidance mechanism and space development risk prevention and control mechanism to promote the balanced development of water resource,population and economy.The main research results are as follows:1、RBF neural network model is one of the effective ways to evaluate the water environment carrying capacity.The RBF neural network model is applied to the study of water environment carrying capacity of river basin,which avoids the bottlenecks of traditional modeling methods,and has the characteristics of convenient modeling andstrong operability.2、The evaluation results indicate that,37% of the area where the Songliao basin is involved in the evaluation of the 41 local administrative regions were not overloaded.39% of the area were in critical states.10% of the area were overloaded.The rest were overloaded seriously.35% of the area where the Songhua River District is involved in the evaluation of the 26 local administrative regions were not overloaded.31% of the area were in critical states.12% of the area were overloaded.The rest were overloaded seriously.43% of the area where the Liaohe area is involved in the evaluation of the 21 local administrative regions were not overloaded.33% of the area were in critical states.14% of the area were overloaded.The rest were overloaded seriously.3、According to the present situation of water environment carrying capacity of Songliao Basin,the limit pollutant red line system should be taken to reduce pollutants into rivers.Strengthen supervision and management of water function area.Optimize and adjust the economic structure to improve the capacity of sewage treatment.Strengthen the control of non-point source pollution in agriculture and so on. |
