Research On Environmental Impact Assessment Of Policy

The evaluation objects of the environmental impact assessment system include construction projects,plans and policies.The environmental impact assessment of the construction projects and plans in China develops their own unique systems.However,the national policies to adjust public affairs at the top of the environmental impact assessment objects are not paid much attention in the environmental impact assessment system.As the source of the object of the whole environmental impact assessment that can be conducted,the policy can control over environmental management affairs overall.To establish and improve the political environmental impact assessment system can mollify the contradictions between economic construction and environmental protection,and provide a good practice model for Chinese construction of policy legalization.As a great country affected by policies,most of the plans and projects are driven by policies.As the highest level of the decision-making chain,agriculture,the fundamental industry of China,is influenced by the policies about agriculture.This paper uses the “No.1 Central Document” as an example to analyze the potential environmental risks in the policy in order to explain the policy needs of environmental impact assessment in practice.In view of the current situation of China’s national environmental governance and environmental impact assessment,the paper analyzes the practical significance of environmental impact assessment of policy,such as the analysis of the environmental damage caused by constructing ecological policies,environmental source governance,and current policies.The demand of environmental impact assessment for the environmental governance has been drawn.It analyzes the role of policies in the current state governance model,the status of policies under the administrative model and the institutional rationality of environmental impact assessment of policy from the perspective of institutional.After learning from the historical features and evaluation models of foreign environmental impact assessment of policy,the intervention path,evaluation model,procedure setting,and supervision mechanism of China’s policy environment impact assessment system of policy are constructed to supplement the deficiency of environmental impact assessment,enrich the environmental governance system,and perfect the legal construction.
