In recent years,with the increase of straw production,application of various types of alternative materials,plus the unknown of straw utilization status and the high cost of scattered distribution,collection and transportation costs and the comprehensive utilization of poor economic,straw appeared regional,seasonal,structural surplus and a large number of straw resources is not being used.Since 1970s,a large number of crop stalks in China are destroyed by straw burning.Straw burning has brought at least five hazards:(1)polluting the air environment and endangering the health of the human body.(2)fire is triggered to threaten the safety of the people's life and property.(3)causing traffic accidents,affecting road traffic and aviation safety.(4)destroying soil structure and causing the decline of farmland quality.(5)destroying the image of the city and influencing the development of the tourism industry.So the open burning of straw should be prohibited to protect our home.Straw burning has brought serious environmental pollution and safety hazards.Governments at all levels have made efforts to formulate relevant policies,and set off a ban on burning straw in China.Under the social background of reforming the burning form of straw,it is a topic of social concern to further research and explore the Countermeasures of straw burning to improve environmental and economic benefits.In the past a lot of straw burning research mainly concentrated in the big cities,and the research content and the research object is limited and constrained,mainly in the X town of Yancheng City Yandu District,the investigation and research on the Countermeasures of the straw burning,sorting and combing the attention and concern of the theory,tools and methods related to the burning of straw governance,the integration of the theory and method of fusion,using quantitative analysis and qualitative analysis,the depth of understanding and understanding the status of the town of X Yandu District Yancheng City governance burning straw,and the survey data and information for statistical analysis by EXCEL software,exploring the feasibility of government management ideas and providing reference for treatment of straw burning work,to guide the grass-roots government to improve the work effectiveness in similar work,to better serve the masses.Therefore,I believe that the subject is worthy of discussion.This paper will be on the basis of reading a lot of literatures and field investigation and the paper selects X Town Yandu District Yancheng City straw burning governance as the research object,and apply public management theory to the research.The main research aspects of the paper are as follows:(1)according to the general situation of agriculture of X town in Yancheng City Yandu District and straw burning governance situation,by using the theory of service-oriented government government,governance theory,with the combination with the management of the relevant laws and regulations and government management responsibilities,this paper summarizes the status of local government management by objective evaluation.(2)through comparative analysis,we find out the main problems in the treatment of straw burning in the X town of the Yancheng City salt capital and analyze the causes of the problems.(3)through reading a lot of literature and learning from domestic and foreign experience,we provide guidance for straw burning control in X town of Yancheng City and put forward specific countermeasures and suggestions,so as to effectively improve the public service capacity and level of the grass-roots government.Hope that through this paper topic can enrich and enrich the study of governance straw burning,hope of yandu district,yancheng city X town is helpful on the job,improve the work quality and effectiveness of the grass-roots government to provide some reference and reference value in similar work,to better serve the people.
