Impact Of Environmental Regulations On China's Industrial Location Choice

The 19th CPC National Congress proposed to build a modern,harmonious and symbiotic society between human and nature,the intensity of environmental regulation will continue to increase.Industrial sector adjust their production behavior and location choice decision based on environmental regulation policy.Studying the influence of environmental regulation on the location selection of China's industrial sector is of great practical significance for the formulation of environmental regulation policy.So studying the impact of environmental regulation on the location of industrial sector,not only can guide the industrial sector to choose the right location but also have important practical significance for the formulation of environmental regulation policy.In this paper,we divide environmental regulation into beforehand environmental regulation,intermediate environmental regulation and afterwards environmental regulation based on the production process.Firstly,we explore the influence of the three kinds of environmental regulation tools on location choice.Secondly,we verify whether the impact of environmental regulation on location selection is spatial heterogeneity.Thirdly,based on the threshold regression model,we investigate whether there is a threshold effect of different environmental regulation tools.The conclusions are as follows:(1)Different environmental regulation tools have obvious differences on the location choice.Beforehand and afterwards environmental regulation can attract industries to enter,intermediate environmental regulation has no significant effect.(2)The three kinds of environmental regulation tools have different effects in different regions.In the area where polluting industries transfer in,beforehand and intermediate environmental regulation both prevent the industry from entering,and afterwards environmental regulation is conducive to the industry to enter.In the area where polluting industries transfer out,the coefficients of three kinds of environmental regulations on the location choice are positive,but only beforehand environmental regulation is significant.(3)The threshold regression result shows that every kind of environmental regulation has a threshold value.Before the threshold value,the environmental regulation has a negative effect.After crossing the threshold value,the environmental regulation has a positive effect.
