A Research On The Effects Of Coal Rsource Tax Policy On The Carbon Emission Reduction In Shanxi Province

Energy and environment the challenges of climate change with the continuous development of global economy and the increasingly serious.Carbon emissions is not only a natural phenomenon and social phenomenon.Especially after the industrial revolution,human carbon emissions became a key link in the process of the carbon cycle,affects human carbon emissions,whereas carbon also affects the human production activities,and become a kind of social phenomenon.How to governance,the excess carbon emissions is not only a global problem,and is also a country in the process of development must solve the problem.At is the main administrative measures on carbon reduction relies on economic and legal means of a series of measures,but the current macro-control policies mainly administrative means,easily lead to excessive intervention and market failure,and the lack of social moral responsibility,high cost and difficult to achieve emission reduction targets.So this article represented by coal resource tax policy,the economic means of combining previous theory viewpoint,this paper studies the effect of the policy of coal resource tax policy to control carbon.Although many scholars and experts studied the reduction effect of coal resource tax reform,but most focus on the reform of resource taxes,according to slide over most of its emissions reduction effect,the lack of a more in-depth analysis.Against this background,the research of coal resource tax of carbon emission reduction effect for how to determine the optimal reduction policy has a certain theoretical and practical significance.Based on public policy perspective to study the coal resource tax policy influence on excess carbon management,in Shanxi Province as a case analysis on the question of excessive carbon emissions in Shanxi Province,by which the tax policy,how is the effect,still what is insufficient,on the basis of the analysis of coal resource tax policy from two aspects of positive and negative effects of carbon reduction effect,it is concluded that the mechanism of action of coal resource tax policy.On the basis of the above theoretical research,to build coal resource tax DSGE models and quantitative analysis of the existing building model,on the basis of analysis of coal resource tax policy in the 2020-2060 of shanxi carbon reduction management,finally combining with the results of the study puts forward related Suggestions.
