Research On Ecological Civilization Planning And Construction Of County-level Based On Ecological Security

In China,urbanization and economic construction are developing rapidly in many small towns during twenty-first Century.The rural livable environment areas are also different from those in the past,and the living conditions have been greatly improved.However,with the increasing of the population and life and production space spreading and expanding,the ecological space of the land is occupied by the urban construction.The ecological patches presented fragmentation,the natural ecological environment is destroyed and the environmental problems are more and more serious.These ecological problems have had a certain impact on the development of the economy,culture and society of cities and towns,which have hindered the sustainable development of this ecosystem.The traditional urban planning can not meet the social,industrial and ecological development space requirements in modern cities and towns.The pursuit of harmonious development between human,nature,and society has become the ultimate goal of urban space planning.It has become an inevitable trend to guide urban spatial layout with the concept of ecological civilization.1.Starting from the concept of ecological civilization,with in-depth study of the development history of ecological civilization concepts and absorbing research experience at home and abroad,the goals,principles,and methods for the planning and construction of ecological civilization were put forward.A comprehensive evaluation index system for the development of county-level ecological civilization was established by the concept of ecological civilization.In combination with the “National Ecological Civilization Construction Pilot Demonstration Zone Indicators(Trial)” issued by the Ministry of Environmental Protection,a field visit was made to the county's social,economic,and ecological environments,and the county's ecological civilization indicators were divided into five secondary indicators: ecological institutional cultural systems,ecological environmental systems,economic system,ecological space system and ecological livable system.In the secondary indicators,combined with the actual development of the county,27 specific indicators that can be quantified constitute a comprehensive evaluation index system for county-level ecological civilization development.On the basis of evaluation indicators,experts' database consultations wer used to compare the indicators at the criterion level.The comparison results were used to construct first-and second-level judgment matrices,and the total ranking weights were calculated.According to the actual situation in the county,the specific indices were assigned to calculate the comprehensive index of ecological civilization development in the county area.2.Taking the ecological civilization plan of Wangjiang County in Anhui Province as an example,on the basis of analyzing the location,natural resources,social and economic development status of Wangjiang County,the evaluation index system of ecological civilization construction in counties of Wangjiang County was constructed.Using indicator data of Wangjiang County in 2016 as an indicator of ecological civilization,it was found that the comprehensive index of ecological civilization development in Wangjiang County was 0.6327,which indicated that the development of ecological civilization in Wangjiang County was normal.3.According to the comprehensive index of ecological civilization development in Wangjiang County,proposed the problems existing in the layout of industrial space,ecological space,and living space in Wangjiang County,and made further planning for the construction of ecological civilization in the counties in Wangjiang County.Optimized the spatial distribution of the layout of urban space in Wangjiang County.Focusing on the overall concept of urban development with “one center,multiple points,three zones and three axes”,we will make every effort to build “the Yangtze River Economic Belt Green Industry Demonstration Base and Mountain and Water Integration Harbor City Near River”.Combined the ecological,cultural,landscape resources,and featured agricultural products,constructed a four-level urban-rural residential area system of “central urban area-central town-general township-central village” to build a beautiful village with Wangjiang characteristics.Built the spatial development pattern of the regional green space system in the "Wangjiang New Town,township centered on key towns".Constructed the spatial layout of agriculture in Wangjiang County,optimized the industrial spatial layout of Wangjiang County,and developed leisure and sightseeing agriculture with “three lakes,one mountain and two belts” as the core.Rationally carried out industrial layout,strengthened the ecological construction of the park,and built a development pattern of “two-district and multiple-park” with two economic development zones as the main body.Excavated landscape and cultural resources,developed tourism products such as Leichi culture tourism,health vacation tourism,and rural tourism,and built a tourism development pattern of “three zones of one belt,one nuclear and one town”.4.Built Wangjiang County ecological security system.Comprehensively considering the natural and ecological factors such as geology,landform,soil,vegetation,and social and economic factors,the Wangjiang County was divided into four ecological function areas: the Xiangming Mountain Tourism Ecological Protection Zone,the Piedmont Hill and Plain Agricultural Ecological Zone,the Pohu Wetland Ecological Protection Zone and the Flood Regulation,reclamation areas and Storage areas developed of townships along rivers.Combining the ecological function zone division,ecological sensitivity analysis,socio-cultural characteristics,and landscape pattern of Wangjiang County,the ecological security pattern of Wangjiang County was constructed basing on the mountain ranges,river systems,major roads,and natural landscapes in the region,to form 2 pivots and 4 districts 4 corridor's core ecological security system.The safety of 22 drinking water sources in county and towns should be strengthened,and constructed a water ecological security pattern of "2 rivers and 22 points" based on water quality safety.Promoted the construction of core habitat conservation areas,strictly protected the ecological protection red line and the red line of cultivated land,and built a large regional ecological safety network.
