With the government regulators liberalizing access control for the marine fuel oil industry,as an old state-owned enterprise in the shipping fuel oil industry,China Marine Bunker Supply Fujian Ltd.is faced with increasingly severe market competition pressure,which directly leads to a serious decline in company performance,and exposes many problems in the company's operation and management,especially the failure of employee incentive policies.The problem is particularly serious.Therefore,it is imperative to re-establish an effective performance appraisal system to improve employee enthusiasm and enterprise management level.This article starts from the status quo of performance appraisal management of China Marine Bunker Supply Fujian Ltd.According to the performance appraisal theory related to human resource management,it analyzes the existing performance appraisal policy under the company's existing performance appraisal policy,“Pay attention to performance assessment but disregard the performance management”,“de-linking of reward and penalty criteria from work performance," and other issues,to explore the reasons for the failure of the original performance assessment policy.Then using key performance indicator(KPI)appraisal methods,re-determining performance evaluation index,designing appraisal processes and cycles,establishing communication and feedback,and using appraisal results application mechanisms,built the performance appraisal system of China Marine Bunker Supply Fujian Ltd.In the end,based on the company's original operating results in 2016,it verified the progress and effectiveness of the rebuilt performance appraisal system,and provided theoretical support and feasible practical plans for the reform of performance appraisal policies of China Marine Bunker Supply Fujian Ltd.
