China's coal production and demand began to decline in recent years,but the coal will be in the main position in China's energy structure at present and in the next few years or even more than ten years.The safe and stable operation of the coal industry and the sustained and healthy development of the coal industry are of great significance to the national safe production.The production structure of coal mine is complex,and the functions and facilities of each system are interacted and complicated.It increases the difficulty of coal mine risk identification,risk assessment and risk management of a mine.The one-ventilation and three-prevention system was set as the research object in this paper.A risk assessment model based on the HSE was established,the main work that has been done is described as following:1)The theoretical basis of the one-ventilation and three-prevention system,risk identification and risk management in the coal mine and related research status at home and abroad are analyzed and summarized.The risk of the four subsystems of ventilation system has been identified,on this basis,combined with the HSE risk management system,the risk evaluation index system of coal mine one-ventilation and three-prevention system is constructed.The safety assessment index system is divided into three layers include three aspects of safety,occupation health and the environment.There are 24,5,and 3 risk assessment indicators,respectively,and a total of 32 risk assessment indicators.2)The production operation risk identification model of the one-ventilation and three-prevention system in coal mine is constructed whithin the WBS-RBS coupling matrix.The system is decomposed layer by layer from two aspects of job and risk,it effectively refine the initial state of jobs and risks,and get the importance of different work packages meanwhile.The overall risk level of the production operation and the typical influencing factors in the operation process are determined,through the risk identification model.3)By analyzing and comparing the advantages and application scope of commonly used safety assessment models in coal mine,the paper finally determines the evaluation model of coal mine one-ventilation and three-prevention system based on IAHP-ECM.Here we using the interval number to determine evaluation index weight instead of by the point value,this is a better guarantee for the objectivity and accuracy of evaluation index weight.Through the optimization of ECM,the piecewise function of single index was set up.We effectively reduce the amount of loss of the index information by weighted synthesis,it better meet the requirements of risk assessment classification.4)On the basis of the actual situation of the field and the opinion of the experts,the contrast matrix between the risk evaluation indexes is established.Comprehensive calculation of weight coefficient of each evaluation index by IAHP,and the single index efficiency coefficient of each risk evaluation index was calculation by ECM,finally,the total efficiency coefficient of system risk is calculated.It is calculated that the identification rate of the model is 100% for the risk evaluation index.The number of evaluation indicators in the "safety" level is 3,accounting for9.375% of the total index.And the number of evaluation indicators in the "safer" grade is 18,accounting for 56.25% of the total index,for "general safety" the percentage number is15.625%,and for the "less safe" grade,the number of evaluation indicators is 5,accounting for15.625% of the total index.Through comprehensive evaluation,the risk number of one-ventilation and three-prevention system in coal mine is 3.5993,between the "general safety" and the "safer" level,it is more likely to be "safer".5)The results of the evaluation model application,risk and comprehensive risk assessment are analyzed in detail,the corresponding risk control measures are put forward from the risk factors of weight coefficient and total efficacy coefficient,from the three aspects of occupational health hazards,safety hazards and environmental hazards.The construction of the model and the practical application of the risk assessment of one-ventilation and three-prevention system of a mine in Guizhou show that: the model can identify the risk factors of the system in a comprehensive and detailed way,and the risk assessment of the one-ventilation and three-prevention system are scientific and reliable.It has an important guiding role in the daily safety management and risk identification of the coal mine.
