Steel-making industry is one of the pillar industry in our national economy,and playing an important role in safeguarding the development of our national economy and our national life.Steel-making industry is resource-intensive industry,human resources is one of various resources,and occupying an important position in steel-making industry.Personnel is the first person responsible for the equipment,the contact closely related between production equipment and personnel of steel-making industry highlights the importance of personnel's optimization allocation.However,diminishing overcapacity of steel-making industry is an important part of the current supply-side reforms in the country.The problem of staff surplus rises in the overcapacity of steel-making industry,enterprises with overcapacity occupy a large amount of manpower,which leads to high production and operating costs.The problem of staff surplus will result in excessive allocation cost of human resources in the steel-making industry,it is not conducive to the optimal allocation of personnel,with restricting the development of the new economy,and being a "bottleneck" restricting the improvement of enterprises.Therefore,it is necessary to implement optimization allocation of human resources,and necessary to establish an effective human resource allocation model.Given the human resource allocation problem in the current supply-side reform,constructing an inverse optimization model of human resource allocation.The model takes into account the total cost of personnel and the corresponding man-hour requirements for the various jobs of the enterprise production,obtaining the human resources re-optimized choice scheme of the supply side reforms to meet staff adjustment requirement of supply-side reform and guarantee the balance of cost and demand,through the minimum adjustment of the resource constraint coefficients.The main research work of this paper is as follows:Firstly analyzing human resources allocation characters and posts of steel-making industry,there are as many as dozens of steel posts under the subdivision,they can all be classified into five categories: management post,operation post,check post,maintenance post and craft post,and setting up the organization structure of steel-making industry on the basis of it.Secondly establishing an optimization model of the human resources allocation of steel-making industry,on the basis of the manpower cost of the various posts and the staff number requirement of retaining high-quality production capacity of steel-making industry,the parameters of the model are based on the current status of steel-making industry.According to the inverse optimization allocation of human resources,we turn the staff requirements plan of supply-side reform into optimal plan of human resources allocation of steel-making industry through adjusting the parameters of system optimization model of the enterprise human resources.By this method,the staff number required can be appropriately allocated to the corresponding posts,which not only meets the production requirements of the enterprise retaining production capacity,but also it solves the problem of excess personnel and reduces labor cost.This study can provide new ideas for the human resources allocation of steel-making industry under the current background of removing production capacity,at the same time expanding the application of inverse optimization in human resource management.Finally,proving the feasibility and effectiveness of the method by the example.
