Study On Environmental Protection Function Of Jilin Provincial Government

In the past 40 years of reform and opening up,China's economy and society have achieved tremendous development.However,as the industrialization process continues to deepen,China's ecological environment is facing serious challenges and the quality of the ecological environment is deteriorating.Faced with this situation,the 18 th National Congress of the Communist Party has incorporated the construction of ecological civilization into the "five in one".The 19 th National Congress of the Communist Party has raised the construction of ecological civilization to the "millennial plan" for the sustainable development of the Chinese nation.In the construction of ecological civilization,the government as the executive of the state and regional public power plays an important role.The "Decision of the Central Committee of the Communist Party of China on Comprehensively Deepening Several Major Issues in Reform" clearly stated: "Strengthen the central government's macro-control duties and capabilities,and strengthen local government's public service,market supervision,social management,environmental protection and other duties." The increase in the "environmental protection function" reflects the new understanding of the government and the government's functions.The government's environmental protection function has been further strengthened,which is of great significance for promoting ecological civilization and beautiful China.Jilin Province has obvious ecological location advantages,rich ecological environment resources in the region,and resources such as forests,grasslands and wetlands are at the forefront of the country.Taking Jilin Province as a case study,it analyzes the problems and causes of the Jilin Provincial Government in the process of practicing environmental protection functions,and proposes a specific path to improve the environmental protection function,which has certain theoretical and practical significance for the future environmental management of Jilin Province.This article consists of five chapters:Chapter One :Introduction.Firstly,the background and significance of the topic are clarified.Secondly,the research status of the topic at home and abroad is reviewed.Finally,the main research contents and methods of the thesis are introduced.Chapter Two: Basic concepts and theories.Explain in detail the relevant theories of ecological civilization,government functions and the relevant theories of government environmental protection functions.Chapter Three: Jilin provincial government environmental protection function content and practice.The basic contents of environmental protection function of Jilin provincial government are explained from four aspects,including environmentalmanagement,environmental legal system,environmental protection and construction,environmental publicity and education,etc.,and the practice of environmental protection function of Jilin provincial government is introduced through environmental protection work.Chapter Four: problems and causes of environmental protection function practice of Jilin provincial government.At present,Jilin provincial government mainly has problems in the practice of environmental protection functions,such as incomplete awareness of ecological and environmental protection,unclear decentralization of functions and authority of environmental protection administrative departments,imperfect environmental management policies and regulations,inadequate enforcement and supervision of environmental law,and low participation of the public in environmental protection.This paper analyzes the problems existing in Jilin provincial government's environmental protection function practice from the aspects of the objective reality of China's economic and social development,the overlapping functions of environmental management departments,the imperfection of environmental legislation and law enforcement system,and the immaturity of public participation mechanism.Chapter Five: practical experience of environmental protection function of foreign government.This paper introduces the functions of the governments of the United States,Japan and Germany in the construction of ecological civilization,and the enlightenment to the Chinese government in improving the legal system of environmental protection,building a circular economy system and actively promoting public participation in environmental governance.Chapter Six: Suggestions and measures for improving environmental protection function practice of Jilin provincial government.Based on the analysis of the problems and causes,the paper puts forward some Suggestions and measures to improve the environmental protection function practice of Jilin provincial government.It mainly includes improving the environmental protection management system;Improve the green and low-carbon circular economy;To build an environmental governance system involving the government,enterprises and the public;We will strengthen strict supervision and law enforcement and establish a sound ecological compensation mechanism.
