China's trade enterprises have reformed and innovated in the context of socialist economic system,and the domestic market has matured,since the 40th anniversary of the Reform and Opening.When global trade enterprises focus on expanding overseas markets,the U.S.department of commerce released a national survey of U.S.importing steel and aluminum products,which decided to impose tariffs of 25 percent and 10 percent on steel and aluminum products.There is no doubt that the release of the report will have an impact on international trade,especially steel trade,so it will also have an impact on China's domestic steel market.Faced with the changeable trading environment and fierce market competition,this method is lagging behind and no longer adopts to the development of enterprises.In order to achieve the strategic goal of maximizing shareholder value,the domestic steel trading companies adopt the balanced score card,which involves strategy and action,to conduct performance evaluation more scientifically and objectively.Taking Tianjin Qirun Iron and Steel Center as the research object,the paper summarizes the related theory and analyse the current situation of its performance evaluation.Aiming at its steel sales agent and direct business,this paper uses the balanced score card theory and strengths weaknesses opportunities threats to determine the strategic target of the steel center.From the perspective of finance,customer,internal process and growth and development,this paper selects the indicators that meet the actual situation of the steel center.By using the Analytic Hierarchy Process(AHP),this paper determined the weight of each index;The scores of each dimension were determined by using the Efficiency Coefficient Method and the Direct Scoring method,and finally the results of the performance evaluation were determined.Finally,this paper analyzes the evaluation results and concludes that although the balanced scorecard has limitations in performance evaluation,it is feasible to establish the indicator system in the establishment of the steel center.At the same time,it summarizes the difficulties and solutions in establishing the performance evaluation system of balanced scorecard.
