| the control ability and effect of mountain torrent disaster are the contents of non-engineering measures that need to be further implemented in the prevention and control of mountain torrent disaster.Constructing scientific evaluation index system and carrying out effective evaluation are important means to improve the control level of mountain torrent disaster.In this paper,the research on the prevention and control of mountain torrent disaster is insufficient.According to its assessment characteristics,the risk factors of mountain torrent disaster are included in the evaluation of the prevention and control of mountain torrent disaster.A variety of evaluation methods combined with quantitative and qualitative analysis are used in the research methods,and the components and their coupling relationship of the disaster control capacity of mountain torrent are studied,he construction of index system and model,and the index system and method of the evaluation of the prevention and control effect of mountain torrent disaster.Firstly,the paper studies the elements of the prevention and control capability of mountain torrent disaster,and puts forward its constituent elements as the risk of mountain torrent disaster and the ability to withstand mountain torrent disaster.The influence factors of mountain torrent disaster risk for risk and vulnerability of mountain torrent disaster resistance affect the ability of disaster prevention,monitoring and early warning,control group of test and engineering defence capability,and ability of emergency rescue.In this paper,an interpretation structure model(ISM)is used to analyze the correlation coupling between two types of components,and the structure and influence path of the two kinds of influencing factors are calculated.Secondly,analyses the characteristics of mountain torrent disaster prevention ability evaluation and index system construction principle,the overall natural conditions,social conditions and various factors such as prevention and mitigation measures,integrated disaster risk assessment and disaster prevention,disaster monitoring and early warning and group policy control and post-disaster emergency rescue,preliminary build a flash flood prevention ability evaluation index system,and based on the characteristics of indicators and data access,to the hierarchical classification of evaluation index,put forward the method for determining parameter values.This paper discusses the basic principle and method of analytic hierarchy process,entropy weight method and the sum of the sum of squares of dispersion,and the comprehensive evaluation model of the mountain flood disaster prevention and control ability is constructed by using the fuzzy element method.Thirdly,based on the characteristics of the mountain torrent disaster prevention and control effect evaluation and evaluation index system of setting principle,from the aspects of social benefit,economic benefit,environmental benefit choices influence indicators,constructs the evaluation index system,puts forward the calculation method of three kinds of benefits,improve the system of mountain torrent disaster prevention and control effect evaluation theory.Finally,a case study of mountain flood disaster prevention and control ability is selected in the seven sample counties that are distributed in yunnan province and the mountain flood disaster is frequent,and the national data is collected and analyzed and calculated.The results show that the ability to withstand mountain flood disaster is very different,and the risk of flood disaster in the comprehensive evaluation of mountain flood control is more obvious.By computing social,economic and environmental benefits,the effect of mountain flood prevention and control is assessed.The comprehensive evaluation model not only provides an effective method for the assessment of mountain flood disaster prevention and control,but also has great development potential in promoting the prevention and control of mountain flood disaster. |
