Research On The PPP Model Of Urban Watercourse Management For Long Term

Urban river is an important component of urban ecosystem,which bears the responsibility of water supplying?flood controlling?drainage?transportation?navigation and microclimate regulating.It has an important influence on the construction and development of the city.However,with the deepening of the urbanization process and the increasing of economic,many problems are becoming increasingly prominent,such as the deterioration of water quality,the artificially encroachment of river and the damage of river water and coastal ecology.It is more and more urgent to control the pollution and restore the ecology of urban rivers.Although the government has attached great importance and done a lot of work on the river management,the results cannot make us feel satisfied.The management has been caught in a vicious circle:"the water quality of urban river improves and deteriorates,and then the government starts the management again.”Urban rivers not only need to restore,but also need to manage.If the government only pays attention to treatment technology but ignores the importance of management,it is easy to lead to the repeated results of water quality,which cannot maintain a long-term stability.Although the government has attached great importance and widely implemented the policy of "river chiefs",the present management mechanism produces little effect because river management is a very complex problem.The present management mechanism cannot maintain a long-term benefit,so it is necessary to innovate the long-term management mechanism of urban river.In our country,most of the traditional urban river management work is carried out by the government departments,which have problems of low efficiency,high funding gap,and serious management.In view of the existing problems of urban river management,this paper attempts to introduce the PPP model into the long-term management system of urban river.Through the research on the literatures and theories,this papers analyzes the compatibility of PPP mode and the long-term management of urban river from two aspects:necessity and feasibility.This paper also points out the advantages of PPP model.It can balance economic and environmental interests and guide the transformation of government's and market's role.It can also promote technological innovation and industrialization.The biggest advantage is by using PPP model,the government financial pressure can be alleviated and the efficiency of project can be improved,which finally leads to the real sense of the realization of urban river long-term management.This paper describes how to realize the combination of long-term management and PPP model from three aspects of participation,operation process and application fields,and focuses on five issues that need to be paid highly attention to:normative feasibility study,sufficient competition,environmental performance evaluation,sound policy system and reasonable risk allocation.At the end of this paper,an application framework is built to explain how the PPP project works in the field of urban river long-term management.By using the case of one black and odorous water in qinhuai district in Nanjing,the paper elaborates the operation process of PPP project in details.Payment mode and risk sharing mode are emphatically discussed.At last,the paper puts forward a rough idea of optimizing the charging mode of PPP project of river regulation...
