Research On Strategies Of Navigation Risk Monitoring About Cruise Ship In Yangtze River

With the strategy of "the Yangtze River economic belt",the line of tourism has covered all the cities along the Yangtze River,various provinces and cities development with cooperation and coordination relying on the “Golden Waterway ”,With the development of the tourism of the Yangtze River,the number of the tourist and the cruise ship was increasing each year,with the development of economics along the line,at the same time,Cruise ship accidents have also occurred frequently,Therefore,we must pay attention to the danger which was hide in prosperity,all kinds of ships was shipping in the Yangtze River and the navigation environment is become complicate,cruise ship as the most important part belong to the marine safety,it will be a serious result when the accidents happens,so,the research of navigation risk about the cruise ship,and put forward the strategy about survey and control based on its weakness is meaningful to protect people's life or prevention of accidents or keep the Yangtze River safe.With the principle of combination of theory and practice,advance safety control and result analysis were all important,use the knowledge of multidisciplinary such as system analysis engineering and management,based on look up the literature widely and collect the data,analysis the current situation of the tourism industry of the Yangtze River,by analyzing the present situation of navigation of cruise ship in Yangtze river and survey and control management,find the problem and extract the key point,compare the commonly used research methods of ship navigation risk,determined by using theory of system dynamics modeling method in this paper,by using expert scoring method for screening the key variables of cruise ship navigation risk in Yangtze River,construct the navigation risk survey and control model of cruise ship in Yangtze River,based on those above,the paper puts forward the risk monitoring strategy,input the data into the SD model and analyzed the survey and control effect,finally put forward the management countermeasures in Yangtze River about cruise ship.Finally,on the level of survey and control,should be to improve the survey and control system of the implementation of the main,to improve the level of survey and control system as a supplement;The monitoring equipment should increase the amount of investment,and mainly to improve the normal operation rate of survey equipment,on the measures of Risk control should be mainly to improve the training rate of the crew,then improve the number of safety inspection of ships,The results of the research can reduce the probability of the accident for the maritime administration department,allot the supervision resources reasonably,to provide scientific theory for improve the related regulations about cruise ship survey and controlthe Yangtze River,The SD model can provide reference for other research of ship navigation risk,and it's significance for the safety of cruise ship navigation and protect the safety of human life along the Yangtze river.
