Since twenty-first Century, with the over exploitation and utilization of traditional fossil energy,a series of environmental problems have been triggered. The demand for environmental protection is increasing,as a clean and renewable energy, wind energy has become the focus of attention. To alleviate energy shortage and improve energy structure, wind power has become a new way to solve the energy problem.China's coastline is long, and the coastal area is rich in wind energy resources, and China has issued relevant policies and documents to encourage the development of offshore wind power industry.Wind farms will have a certain impact on the environment in the process of construction and operation,at the same time, the near shore marine ecological environment is more fragile, therefore, intensive construction of offshore wind farms in smaller areas will have a cumulative impact on the marine environment. For the rational development of marine wind energy and reduce the impact on the environment,it is necessary to evaluate the cumulative impact of offshore wind power projects. The main research content of this article is evaluating the cumulative impact of offshore wind power projects in Northern Binhai,Jiangsu.Identification of the cumulative environmental impact of offshore wind projects, and selects the water quality and plankton biomass and benthic biomass as evaluation indexes, determining the weight of evaluation index by analytic hierarchy process. The research builds a comprehensive evaluation model of cumulative environmental impact by using Scene analysis,Geographic Information System and mathematical model. There are the main results and conclusions of this paper.First of all, offshore wind power projects have cumulative environmental impacts on marine water environment, biological environment and benthic environment. The construction of multiple wind farms will cause regional marine water environment degradation. The influence on plankton is great in spring, and the degree of influence on benthos is mainly related to the scale of wind farms and occupation of sea area.Offshore wind power construction has great influence on offshore areas and the vicinity of wind farms, has little impact on the far shore area.Secondly, the cumulative impact comprehensive index in autumn is 0.475,0.508 and 0.640,cumulative impact level increased from general influence to greater impact. The cumulative impact comprehensive index in spring is 0.434,0.485 and 0.578,cumulative impact level is general influence. The main reason for the difference in the spring and autumn season is seasonal differences in environmental conditions, and offshore wind farms are concentrated in the autumn construction. Finally, put forward three suggestions according to the cumulative environmental impact of offshore wind power projects and the current situation of offshore wind power construction in the study area. The scale of the development and planning of wind power projects should be scientific and appropriate in order to avoid over-exploitation of resources.Wind farm construction should combine regional seasonal characteristics and ecological sensitive characteristics.Take ecological restoration measures to restore ecosystem diversity and maintain ecosystem services.
