Design And Research On Life Cycle Performance Evaluation Of PPP Project For Sewage Treatment In L Company

PPP model refers to the long-term cooperation between the government and social capital to provide public goods or services to the public.This model has developed rapidly since 2008.The improvement of inventory clearance at the end of 2017 has further promoted its sustainable development.Among them,environmental protection projects with operational attributes have always been the key research object on the government's de-leverage road.With the implementation of PPP model and the increasingly prominent environmental problems,it is of great significance to study the performance evaluation of water environmental governance PPP projects to achieve its overall strategic objectives,enhance management capacity,promote the quality and efficiency of public services,and promote the structural reform of supply side.In this paper,case study method is used to discuss the whole life cycle performance evaluation design of sewage treatment PPP project in L Company.The application of Balanced Scorecard in PPP project performance evaluation is improved,and the operability of PPP project performance evaluation is increased.There are seven parts in this paper:the first chapter is the introduction,mainly including the research background and significance and literature review;the second chapter is the theoretical basis and main methods of performance evaluation;the third chapter is the analysis,optimization ideas and framework design of PPP project perfonnance evaluation;the fourth chapter is the design of performance evaluation index for the whole life cycle of the sewage treatment PPP project of L company,introducing the Balanced Scorecard to the construction of the project.The fifth chapter is the quantitative design of performance indicators,elaborating the steps of using analytic hierarchy process to quantify the weight of indicators and performance scores;the sixth chapter is the implementation plan of the project life cycle performance evaluation,which further improves the evaluation system from the aspects of assessment time,scoring rules and measures of reward,punishment and inferiority;the last chapter is the simulation test.This paper tries to analyze the evaluation results and puts forward the main suggestions for improving PPP project performance evaluation.In case study,based on the general indicators of PPP project performance evaluation and the existing evaluation system,this paper optimizes its framework design and implementation method,and applies it to L sewage treatment project.Using comparative analysis method and expert investigation method,this paper establishes L project performance evaluation scheme and simulates its operation period.By comparing the test results with the actual situation,it is concluded that the evaluation scheme established in this paper is more reasonable and comprehensive,and has certain use value.
