Study On Risk Allocation And Profits Distribution Of PPP Project In Construction Waste Treatment

With the rapid development of China's economy,the urbanization process has been accelerating,resulting in a large amount of construction waste,which is a huge waste of resources and caused a very serious environmental pollution problem.If the government invests in the construction of a construction waste treatment plant alone,the financial pressure is too great.Therefore,under the policy of vigorously promoting the PPP model in the country,for the government,the introduction of private enterprises not only reduces the government's financial pressure,but also improves the efficiency of project operation and management;for private enterprises,China has a large amount of construction waste.With the support of government policies,the construction waste treatment industry has broad prospects for development.In the construction waste disposal project implemented by PPP mode,risk sharing and income distribution are the key issues of public and private concern.This paper takes PPP model and construction waste treatment related policies as the guidance,and takes the research status of risk sharing and income distribution in PPP mode as the background,and combines with the actual situation of China's construction waste treatment project to conduct research.In terms of risk sharing,according to the characteristics of construction waste disposal PPP project,22 risk factors were summarized through expert survey method.According to risk sharing principle,risk sharing process and analysis of main stakeholders,it is known that government departments mainly bear risks in policies and regulations.The department mainly bears the risks in the construction and management of PPP projects.For the problem of income distribution,starting from the policy and practice,based on the affirmation of the output-sharing-type return model and the income distribution principle,the income distribution model based on Shapley value is constructed and its feasibility is evaluated.The effects of income distribution factors such as risk sharing,contribution degree and contract execution degree are based on the analysis of four key influencing factors.Based on the analytic hierarchy process and fuzzymathematics,the income distribution model based on Shapley value correction is established.Finally,the case analysis is used to verify the application of risk sharing and income distribution in the construction waste disposal PPP project in Neijiang City.Based on the research results,the policy recommendations for operational management of construction waste disposal PPP project are proposed.The PPP model has a broad application prospect in the construction waste treatment project.The topic of this paper is based on the core issues of the PPP project government and social capital.The research results of this paper have certain reference significance for the promotion and successful application of PPP model in building waste treatment projects.
