Study On The Evaluation Index System Of County-Level Development Based On The LWLM Theory

The theory of "lucid waters and lush mountains are invaluable assets"(called for short as the LWLM Theory)has been carried out in action in recent years.The county practice has achieved some success in the development based on the LWLM theory.There should be an evaluation index system to estimate the achievement for each county.However,due to the differences of the resource and environment endowments and the stage of county development,the implement paths and development level for each county were quite different.And the existing evaluation index systems could not be adapted to the assessment of the development based on the LWLM theory.Therefore,to evaluate the environment-friendly development level of the counties nationwide,it was necessary to construct a scientific and high-proformance evaluation index system of county-level development based on the LWLM theoryAn investigation in this thesis was carried out to analyse the practices based on the LWLM theory of counties with different resource and environment endowments.Then this thesis also conducted a constrastive analysis of the green development level between the investigated counties and the counties nationwide.The result showed that the characteristics of the county practices can be divided into four main factors:green economy,ecological environment,people's livelihood and assurance system.It can be divided into 11 basic factors that can not only reflect the development level but also guide the future development based on the LWLM Theory.Secondly,based on the selected factors,the 21 representative indicators were established for our study,which could evaluate a set of targets consisting of green economy,ecological en-vironment,people's livelihood and assurance system.The evaluation index system of county-level development based on the LWLM theory was mainly obtained by using AHP method.The Dephi method was combined to derminate the indicator weights and the efficacy coefficient method was used to determine the indicator criterias.In conclusion,the comprehensive evaluation calculation model of the index system was established.In this thesis,the empirical research has been studied to evaluate the county development level in 2016 by applying the established index system.The result showed that the average level of county development in China was 0.393,degree C,which meant the development level was not very high.Meanwhile,the case study evaluated the development level in counties Shipin,Rugao and Alashan.The result showed that the development levels of the three counties were 0.417(B),0.433(B),0.567(A+)respectively.Further study analysed each indicator value and figured out the strengths and core problems of each case in the development based on the LWLM theory,and put forward the corresponding policy recommendations.In this thesis,an evaluation index system of county-level development based on the LWLM theory has been established,which could evaluate and constract the county environment-friendly development level.It could also reflect the strengths and core problems in county development and provide references of environment-friendly development strategies for the government.
