In recent years,the national economy has developed rapidly,and road transportation has played an irreplaceable role.With the increase of road mileage and the number of vehicles,the road traffic accident rate is also increasing year by year.In ranking the causes of abnormal human deaths around the world,it is found that the cause of road traffic accidents is ranked sixth,and it has become a death killer that human beings must attach great importance to.,Two kinds of buses and vehicles carrying dangerous goods" vehicles engaged in road operations refer to chartered vehicles engaged in tourism,class three passenger cars,and operating vehicles for transporting dangerous chemicals,fireworks and explosives,and civilian explosives.These three types of vehicles are road transportation.Among the most important ones,the road traffic accidents caused by it involve a wide range of dangers and a high degree of danger.The personal safety of the people is threatened and the property suffers huge losses.Therefore,it is of great practical significance to study the safety of "Two kinds of buses and vehicles carrying dangerous goods" vehicles.In order to realize the zero accident of the'Two kinds of buses and vehicles carrying dangerous goods" vehicle in the road transportation from the source,this paper designs the management process of the hidden danger closed loop control for the road transportation enterprise according to the closed loop control idea in the control theory.This paper starts from the research status at home and abroad,and understands the measures or research done on road traffic safety at home and abroad.Secondly,it analyzes the four factors of people,vehicles,roads and environment that affect road traffic safety.Drivers,passengers,pedestrians,non-motor vehicles,motorcycles,road linearity,intersections,road plates,soft traffic environment and hard environment may all be the cause of road traffic accidents,laying the foundation for the identification of hazard sources behind the article.Thirdly,the article analyzes the current situation of Two kinds of buses and vehicles carrying dangerous goods"in Qinghai Province,and adopts the four index methods commonly used to analyze the accident situation of "Two kinds of buses and vehicles carrying dangerous goods" in Qinghai Province in the past two years.The evaluation concluded that the accidents in the "Two kinds of buses and vehicles carrying dangerous goods" in Qinghai Province in 2016 were unsafe years compared to 2017.It can be seen that with the improvement of infrastructure and the use of new roads,the security of "Two kinds of buses and vehicles carrying dangerous goods"in Qinghai Province is gradually improving.Due to the particularity of”Two kinds of buses and vehicles carrying dangerous goods" the article takes the prevention and control theory of traffic accidents as the starting point.Firstly,the identification of hazard sources is carried out.After the risk assessment,the management standards and implementation measures are set up,and the management departments are Carrying out supervision and assessment,so that the source of danger can be controlled and eliminated,thus achieving zero casualties and zero losses of "Two kinds of buses and vehicles carrying dangerous goods".Since the accident may cause accidents due to the fact that the source of danger is not subject to human control,the article uses the theory of closed-loop control as the guiding ideology.Starting from the inspection of hidden dangers,the two sides of the "yes" and "no"of hidden danger registration are respectively set up,and then from "yes"immediately rectify the departure,urge the person in charge of rectification to carry out rectification,and then the safety management personnel re-examine the hidden dangers,and the rectification is completed without any errors.If the person in charge of the rectification has not completed the rectification task,set the reminder task and report it to the relevant responsible person according to the regulations,and repeat the above tasks until the hidden danger is eliminated.In response to the overloading,overspeed and overcrowding phenomenon of "Two kinds of buses and vehicles carrying dangerous goods”vehicles,the article designed a "three super"management flow chart for road management departments and road transport enterprises.The"three super" phenomenon is the main culprit leading to traffic accidents.It is recommended that the administrative department include the "three super" into the annual assessment management system of the enterprise,and impose administrative punishment on the transportation enterprises according to the number of "three supers" to prevent the "three supers" phenomenon.Finally,this paper proposes to strengthen the management of the driving and training institutions,improve the safety performance of the operating vehicles,further strengthen the safety supervision of passenger vehicles and the safety supervision of dangerous goods transportation,and further promote the control of the Internet of Things.Seven points of construction and application,strict implementation of passenger transport capacity control policies,and adjustments in transportation organization,and establish a closed-loop control system for road traffic safety to achieve diversified management,thereby reducing the possibility of risks and improving road traffic safety.This paper takes the closed-loop control theory as the starting point and gives manage-ment advice to the road transport management department and the road transport enterprise.Due to the limited data source,the security year analysis in the third chapter of the article will inevitably be somewhat one-sided,hoping to make persistent efforts in future research to m-ake up for the shortcomings.
