Research On Guangxi Environmental Pollution Liability Insurance System

With the development of China's economic society and industrialization process,the environmental shackles of the burden have become increasingly serious.At present,the regional and structural environmental risks in Guangxi are outstanding,and high-energy and high-sewage industries are emerging one after another.Environmental pollution is a product of the industrial age.It has certain rationality and legitimacy.However,the imperfect environmental management mechanism and insurance system will undoubtedly be a new bottleneck restricting Guangxi's economic development.In this critical period of industrialization and environmental pollution responsibility pressure superimposed and carrying forward the burden,the perfect environmental pollution liability insurance system seems to be urgent.Under the background of serious environmental pollution,we will establish an environmental pollution liability insurance system in line with Guangxi's characteristics,provide institutional level support for environmental pollution liability insurance in Guangxi,and solve the development'dilemma of environmental pollution liability insurance,which is environmental,social and economic.The need for comprehensive and coordinated development is also an important way to practice"people-oriented",promote the construction of ecological civilization,and create a beautiful Guangxi,which is conducive to pushing China's ecological civilization construction to a new level.Based on the current severe environmental situation,pollution status and the implementation of environmental pollution liability insurance in Guangxi,based on economic theory and legal theory,this paper systematically analyzes the research methods such as literature review,qualitative analysis and experience summarization.The necessity of promoting environmental pollution liability insurance in Guangxi,combined with the main types of pollution of Guangxi enterprises,pointed out the main problems that restrict the development of environmental pollution liability insurance in Guangxi.By combing the operation modes and successes of pilot cities across the country,and comparing and drawing on the advanced development experiences of Germany,the United States,and the United Kingdom,it is proposed that the mandatory insurance model should be adopted as a supplement,and a sound supporting mechanism should be established.Innovatively proposed the use of drone exploration technology to solve the problem of injury risk identification,rate determination,risk investigation and loss determination,etc.,with commercial insurance means Transforming external pollution into internalization of cost,constructing an environmental pollution liability insurance system in line with Guangxi's characteristics,and trying to provide institutional support for the vigorous promotion of environmental pollution liability insurance in Guangxi in the future,enhancing the participation of insurance companies and insurance companies,with a view to Guangxi We will provide economic security for the fight against pollution.
